A Case Study On The “double Reduction” In G City From The Perspective Of The Public Policy Process Mode

The excessive academic burden of students in compulsory education is already a clichéd problem.In order to further reduce the burden of homework and off-campus training for primary and secondary school students,on July 24,2021,the General Office of the Central Government and the General Office of the State Council issued the Opinions on Further Reducing the Burden of Homework and Off-Campus Training for Students in Compulsory Education(hereinafter referred to as the "Double Reduction(hereinafter referred to as "double-reduction" and "double-reduction" policies),with a view to fundamentally solving the problem of overburdening primary and secondary students in compulsory education and the short-sightedness and utilitarianism of compulsory education.This paper analyzes the implementation of the "double reduction" policy in G city based on the Horn-Meter model,and analyzes the "double reduction" policy at the compulsory education stage in G city based on the survey and research.-The paper provides a basis for further promoting the implementation of the "double reduction" policy.Firstly,this paper uses literature analysis,questionnaire survey,and interview to investigate the implementation of the "double reduction" policy in primary and secondary schools in each district and county of G city by placing the "double reduction" policy in the Horn-Meter system model.The field research revealed that there are still some problems in the implementation of the "double reduction" policy in primary and secondary schools in G city,which are: 1.ambiguous policy standards and abstract goals;2.lack of policy resources;3.single implementation method;4.lack of monitoring mechanism of the executive body;5.value orientation;6.Bias;6.Complex and changing policy environment.The existence of this series of problems affects the perception of the "double reduction" policy by the society,parents and teachers.In this regard,based on an in-depth analysis of the reasons behind these problems,we will continue to optimize the rational allocation of resources for the implementation of the "double reduction" policy in G city,and implement the "double reduction" policy in G city in a diversified manner by precisely positioning the objectives and implementation standards of the "double reduction" policy in G city.The implementation of the "double reduction" policy and the way to give full play to the executive power of the "double reduction" policy implementation agency of G city,the improvement of the value orientation of the "double reduction" policy implementers of G city,and The implementation of a series of initiatives such as the scientific improvement of the environment of the implementation system of the "double reduction" policy in G,effectively promoting the "double reduction" policy in G to take root and take root.
