| "Burden reduction" has been the most concerned educational topic in our country.Since the beginning of the new century,the policy of reducing the burden has been introduced continuously,but students’ academic load is still heavy,and the policy of reducing the burden has not achieved good results.Therefore,it is necessary to understand the problems in the implementation of the policy of reducing the burden and analyze the causes of the problems,so as to effectively solve the realistic dilemma of reducing the burden of education.Primary school is an important period to shape character and cultivate ability.As the future successors of the motherland,it is necessary for primary school students to protect their nature,avoid bearing excessive academic pressure,and ensure that primary school students can grow up healthily and happily.Primary school is an important period of students’ typical subject foundation,but also an important period to cultivate the concept of lifelong learning,in order to avoid pupils because of excessive academic pressure to produce weariness psychology,we must do a good job of life and study balance work.On July 24,2021,the General Office of the CPC Central Committee and The General Office of the State Council issued the Opinions on Further Reducing the Homework Burden and Off-campus Training Burden of Students in Compulsory Education,which opened the curtain of "double reduction".At present,there are few systematic studies on the implementation of the double reduction policy.During the implementation of the "burden reduction" policy,due to various reasons,the implementation of the "burden reduction" policy did not reduce the burden of students,but produced a series of negative effects,which is worth studying and discussing.This paper adopts a variety of research methods,such as literature research,questionnaire survey and interview,combined with Smith model and collaborative governance theory.This paper takes the primary school in A city as the research object and focuses on the implementation of the policy of reducing the burden in the primary school in A city.Based on Smith’s implementation model,this paper conducts empirical research on the four elements of policy implementation,namely,the policy itself,the implementing agency,the target group and the environmental factors,and finds that the problems existing in the implementation of the double-reduction policy in primary schools in A city are as follows: In terms of policy,the policy goal of "reducing the burden" is inconsistent with the effect;In terms of implementing agencies,the supervision and management capacity of education authorities is poor;In terms of target groups,parents’ trust in the implementation process is insufficient;In terms of policy environment,exam-oriented education prevails,which is not conducive to the implementation of the burden reduction policy.Further analysis of the causes of the problems shows that in the implementation of the "double reduction" policy in primary schools,the top-level design of the "burden reduction" policy is not comprehensive,the ability of various departments to coordinate supervision and management is insufficient,the recognition degree of educational subjects to the burden reduction policy is not high,and the "burden reduction" environment has not been formed.Therefore,this paper combines policy implementation and collaborative governance to propose improvement strategies: pay attention to the value guidance of policy top-level design,should continue to improve the "burden reduction" policy,improve the social recognition of the policy;To promote the coordination of policy implementation subjects governance,education departments should strictly implement the "burden reduction" policy,establish correct concepts to regulate school running,strictly regulate off-campus training institutions;To change the bias of "reducing the burden" of the target group,establish the standardized teaching idea,change the teachers’ education idea,change the parents’ idea to improve the family atmosphere;To create a non-exam-oriented policy implementation environment,we should pay attention to promoting the diversity of education reform,promoting the development of education information,and improving the effectiveness of policy implementation.Through this study,from the perspective of policy implementation,it provides four aspects of countermeasures and suggestions,in order to provide guidance and reference for primary school students to "reduce the burden and increase the efficiency". |
