In 2018,General Secretary Xi Jinping pointed out in his important speech at the National Education Conference that it is necessary to establish the concept of "health first" to help students enjoy fun,enhance physical fitness,sound personality,and temper their will in physical exercise.As early as 1950,Mao Zedong first put forward the principle of "health first,learning second",emphasizing the need to pay attention to the healthy growth of young people,and the inscription in 1952 "developing sports and enhancing the people’s physique" reflects the great importance attached by the state to sports.Physical education and sports have become the basic people’s livelihood projects that benefit the people’s livelihood,and are also an important way to realize the strategy of strengthening the country with science and technology,strengthening the country with talents,and modernizing education.From the perspective of responsible government,this paper focuses on the physical fitness improvement and physical and mental health development of primary and secondary school students,studies the national policy system,and focuses on the government’s promotion of policy implementation.Through the use of literature and data method,expert interview method,questionnaire survey method and other methods,it pays attention to the development process of Suzhou’s primary and secondary school physical education policy and the initial results achieved in policy implementation.On this basis,after analyzing the policy implementation process of primary and secondary schools in Suzhou by using the Smith policy implementation process model,the following problems were found:the organizational form of physical education was loose and the content was single;fragmentation of policy implementation" and"formalization";excessive focus on progression rates and perfunctory policy implementation;The supply of people and goods is uneven.And summarize the reasons:the systematization and scientific nature of policy texts need to be enhanced;Lack of mechanism and deviation of implementation of the executive organ;cognitive biases and conflicts of interest of target groups;Resource dependencies and resource scarcity in the execution environment.Finally,from the four aspects of improving the top-level design of primary and secondary school physical education policies,strengthening the implementation mechanism of primary and secondary school physical education policies,promoting and popularizing the concept of lifelong physical education,and optimizing the implementation guarantee of primary and secondary school physical education policies,Suzhou determined the relevant countermeasures for strengthening the implementation of primary and secondary school physical education policies from the perspective of the responsible government.It provides a practical basis for Suzhou to strengthen the implementation of the policy of physical education in primary and secondary schools,and provides practical reference for other cities in Jiangsu Province to strengthen the implementation of the policy of physical education in primary and secondary schools.
