| Rural governance in the new era is the last kilometre of national governance,poverty eradication and the closest kilometre for the people to feel the value of the Party’s rule,and it is also the basis for the implementation of the rural revitalisation strategy.With the rapid development of China’s economy and society,the face of rural society has undergone radical changes,while at the same time,rural social conflicts have become more complex and diverse,and the number of governance subjects participating in rural governance has gradually increased.The collaborative governance of multiple subjects has become an inevitable choice for rural social governance and a necessary path for the democratisation of contemporary social governance.The governance of multiple subjects can not only change the previous governmental governance model of the countryside,but also prevent the local government from having too much power and failing to govern to a certain extent,thus stimulating the enthusiasm of various subjects and making rural governance more active and dynamic.Therefore,the study of countermeasures for the collaborative governance of multiple subjects in the countryside will be able to drive a new round of rural development with a new governance model that is more realistic.This paper analyses the participation of multiple subjects in rural governance in M town as a case study,with a view to providing ideas for the collaborative governance of multiple subjects in M town.Firstly,it introduces the work content,working methods,supervision and management mechanisms and the results achieved by the participation of multiple subjects in rural governance in M town.Secondly,the interview method is used to analyse the problems that exist in the collaborative governance of M township,such as inadequate cooperation among multiple subjects,the conservative governance concept of the township government,unclear power and responsibility of the two village committees,and low participation of villagers.The main reasons for the above problems are the inadequate governance mechanism of multiple subjects in M town,the imperfect supervision and management mechanism,the influence of clan power and the capacity of villagers’ self-government.Finally,countermeasures such as improving the management mechanism of cooperative governance of multiple subjects,perfecting the supervision and management mechanism of cooperative governance of multiple subjects,standardizing the construction of the two village committees and enhancing the self-governance ability of villagers were proposed,and safeguarding measures were also proposed in four aspects,namely,talent support,financial guarantee,publicity guarantee and cultural support. |
