A Study On The Mechanism Of Rural Elite Promoting Rural Multi-coordination And Governance In The New Era

As an important part of national governance,rural governance has different governance subjects in different historical periods.Especially in the context of rural revitalization,the original governance bodies can no longer undertake the heavy responsibility of all rural governance.It is necessary to continuously strengthen and innovate rural social governance,and accelerate the construction of a coordinated governance mechanism for multiple subjects in rural society.The realization of the "stabilizer" and "reservoir" strategies in the modernization construction has far-reaching significance.Because township governments are often given more tasks and responsibilities,there has always been a problem of "a thousand lines above,but a needle below" under the pressurebased system in the practice of rural governance.Focusing on the grass-roots is necessary,it gives play to the role of social organizations,and realizes the benign interaction between government governance,social adjustment,and residents’ self-governance.Among them,relying on the power of rural elites is an important normalization way to achieve policy goals.Taking G town in W county as an example,this study comprehensively uses literature analysis,case analysis,interview and content analysis to analyze the role mechanism of rural elites in promoting rural social governance.The research focuses on the role of rural elites in promoting collaboration among multiple subjects,and explores the question of what is the mechanism for rural elites to promote multiple synergies.The study found that rural elites transformed the "words" at the government policy level into "actions" at the villager level through the mechanism of "stimulating individual rationality-hearing from the top-shaping the interests of inclusiveness",so that each subject could work together to contribute to the countryside.In addition,the study found that there are still some problems in the rural elites themselves and the rural governance environment in the process of participating in rural social governance.The path of rural elites participating in governance is not smooth,the ability and experience of village "two committees" cadres limit the synergy effect,villagers and social organizations It is difficult to effectively participate in cooperation,and then analyze the causes of existing problems,including the lack of communication and interaction between rural elites and township governments,the lack of collaborative planning of multi-subject collaborative governance,and the lack of rural subjects participating in governance mechanisms.Based on this,this study puts forward suggestions on improving the rules and regulations system,encouraging rural elites to participate,improving the working ability of cadres in the two village committees,and establishing connections between multiple subjects,to help promote the modernization of the rural governance system and governance capacity.
