| The strategy of rural revitalization is the general grasp and fundamental follow-up of the work concerning agriculture,countryside and farmers in the new era.The Opinions of the Central Committee of the Communist Party of China and the State Council on the Implementation of Rural Strategies clearly pointed out that it is necessary to strengthen rural social governance and emphasize that consolidating the grassroots is the foundation.With the implementation of the new urbanization and rural revitalization strategy,the rural social structure,social relations and rural development environment are undergoing profound changes.Farmers are increasingly becoming the biggest beneficiaries of rural revitalization,and the demand for rural social governance in the new era is also increasing.The implementation process of the rural revitalization strategy is inseparable from effective rural community governance.This requires us to re-examine and sort out the role of multi-subject collaborative governance in rural community governance,optimize the rural community governance structure and improve the rural community governance system.Taking the SP community in Shandong Province as an example,this paper makes a comprehensive and systematic study on the multi-subject participation in governance in this community by using the methods of literature research,case analysis,systematic analysis and field investigation.Through reading and thinking about relevant theories and concepts,combined with the actual situation,the author divides the role composition of the coordinated governance of multiple subjects in rural communities,namely,party organizations,township governments,villagers’ committees,villagers and social organizations.The author conducted on-site investigation and research on the SP community in Shandong Province,had in-depth conversation with local town staff,village cadres,villagers,etc.,and consulted the relevant information of towns and villages.He had a more comprehensive and in-depth understanding of the basic situation of the SP community in Shandong Province.He analyzed the current situation of collaborative governance of multiple subjects in the SP community one by one,and found that although each governance participants played more or less role,there is still a big gap from what we call "collaboration".There are many problems such as the gap between the leading role of party organizations and reality,the failure to perform the functions of the township government,the weakening of the status of villagers’ committees,the role of the village democracy is not obvious,and the limited function of social organizations.The maximum synergy of community governance cannot be formed,resulting in a significant discount in the effect of community governance.Fundamentally,many factors such as insufficient development of the party organization team,insufficient awareness of innovation and change and incentive guarantee mechanism of party members,inadequate understanding of township government cadres,imperfect management mechanism,outdated governance concepts and governance methods of villagers’ committees,insufficient endogenous motivation to participate in villagers,few ways to participate in community governance,insufficient support for the social organization system,imperfect cooperation mechanism,etc.,have led to the emergence of the above problems.The author thinks deeply and learns from the classic cases of grassroots diversified subject governance in typical areas of China,especially "Fengqiao experience","Chaoyang masses","Laixi meeting" and other cases,which are of great reference significance for community governance,and puts forward an optimization path suitable for the coordinated governance of multiple subjects in rural communities in Shandong Province and similar areas in China.They are respectively to strengthen the leading role of party organizations in rural community governance,clarify the functional powers and responsibilities of township governments in rural community governance,highlight the leading role of villagers’ committees in rural community governance,give full play to the main role of villagers in rural community governance,and expand the collaborative participation of social organizations in rural community governance,so as to enhance the benign interaction between subjects,give full play to the greatest synergy of social governance,and optimize the governance effect.Realizing the beautiful vision of local rural areas that are livable and liveable,agriculture is high-quality and efficient,and farmers are rich and prosperous is of great significance for promoting the rapid development of the rural economy,improving the harmonious and civilized village style,promoting the modernization of rural community governance and governance capacity,and provides a certain reference for rural community governance in the implementation of the rural revitalization strategy. |
