Research On The "One Core And Multi Dimension" Community Governance Model Under The Leadership Of Party Building

In recent years,the party and the state have constantly emphasized new governance strategies such as strengthening urban and rural Community Governance,promoting the healthy and orderly development of social organizations,and innovating Community Governance methods.The important role of party building in grass-roots Community Governance has become increasingly apparent.In response to the call of Community Governance led by party building,District G of K City has continuously promoted the development of the "one core and multi-dimensional" model of Community Governance from five aspects:promoting the coverage of grass-roots party organizations through joint governance and joint construction,leading the construction of Community Governance platforms,leading the cultivation of Community Governance subjects,leading the activation of community grid governance,leading the improvement of community democratic consultation and deliberation.However,with the gradual deepening of governance practice,while G District has accumulated rich experience in leading grassroots party organization construction and multi-dimensional governance linkage,it has also exposed the difficulty in concretizing the concept of "party building leadership" in practice,the insufficient development momentum of "one core and multi-dimensional" governance,and the urgent need to improve the participation of multi-dimensional entities in governance.Inadequate awareness of "Party building guidance" by grass-roots staff and incomplete assessment indicators of "one core and multi dimension" governance lead to poor convergence between the effectiveness of Party building and the effectiveness of Community Governance;At the same time,multi-dimensional subjects’ participation in Community Governance is not deep,and the lack of coordination among the five communities indicates that multi-dimensional subjects’participation in Community Governance needs to be further improved;Finally,in the "one core multi-dimensional" model,grassroots cadres are constrained by the pressure of grassroots governance,showing insufficient motivation for governance innovation,as well as insufficient funding for grassroots governance,which leads to insufficient development momentum for the"one core multi-dimensional" model.It is mainly caused by the imperfect connection mechanism between community party building and Community Governance,the dependence of the administrative path in the tradition of Community Governance,and the imperfect institutionalization of the party society relationship;Proceeding from the actual situation of local governance and learning from the excellent experience of relevant governance,we should strengthen the guidance of "one core" in Community Governance;And improve the participation of "multi-dimensional" in Community Governance;Further improvement will be made in three aspects:the institutionalization construction of the "one core and multi-dimensional" model.
