Research On Party Building Leading Community Governance

The report of the 19th National Congress of the Communist Party of China pointed out that "creating a social governance pattern of co-construction,co-governance and sharing" provides scientific guidance and basic compliance for strengthening and innovating grass-roots community governance.Strengthening and innovating community governance at the grassroots level is of great significance and impact on the long-term governance of the party,the long-term stability of the country,and the vital interests of the broad masses of the people.The community is the basic unit of grassroots social governance,and the residential area is the cell of the community,the "last mile" between the party and the government and the people.The party building in the community is a further extension of the party building at the grassroots level.The inevitable requirement is that the party building work leads the practical innovation of grassroots governance,which is conducive to integrating resources of all parties,optimizing various functions,and improving grassroots governance capabilities.Therefore,taking the leadership of community party building as a breakthrough point,studying the optimization path of party building leading community governance has great practical significance for the current innovation of grass-roots social governance and optimization of grass-roots services.Using related theories such as party theory,community self-governance,and collaborative governance,focusing on the dialectical relationship between community party building and community governance,taking the community party building in Wuling District,Changde City as the research entry point,and carrying out continuous and in-depth research on relevant departments and multiple streets.Field investigation,combined with literature analysis and case analysis,expounds the specific measures and results achieved by the party building in Wuling District to lead community governance.At the same time,it is also clear that the management responsibilities of all parties in community governance,the integration of party building resources is not in place,the effectiveness of party organizations in serving the masses is not high,the participation of the masses is not high,and the assessment of grass-roots party organizations is not very targeted.We systematically analyzed the problems such as the Party organization’s lack of significant leadership,the party organization construction and performance of duties were not in place,the party building led residents’ self-governance mechanism was not perfect,and the lack of a scientific evaluation system was due to several deep-seated reasons.Finally,based on the excellent typical cases of community governance at home and abroad,some innovative optimization paths are proposed for party building to lead community governance,consolidate the framework system of party building leading community governance,strengthen resource sharing to form governance synergy,and improve service capabilities to meet the needs of residents.emotional needs.It is hoped that a case can be added as a reference for the theoretical study of party building leading community governance.
