Research On The "One Core And Multiple Mechanism" Of Community Governance In Guangzhou City

Since the 19 th National Congress of the Communist Party of China,the Party Central Committee and General Secretary Xi Jinping have attached great importance to the work of grassroots party construction,and must give full play to the core leading role of grassroots party organizations in grassroots social governance.At the same time,it is necessary to coordinate the synergy of social forces and form joint construction,co-governance and sharing Governance structure.Community governance in China is still facing the real dilemma of excessive administrative integration and insufficient community autonomy.At the same time,with the diversified development of social interests,the continuous expansion of community scale and the continuous strengthening of community heterogeneity,community conflicts continue to appear,such as the corona-virus epidemic.Major social risks have brought huge challenges to community governance.Therefore,optimizing the“One Core and Multiple Elements” mechanism of party construction to lead community governance to achieve the organic combination of grassroots party construction and community governance,and to improve the efficiency of grassroots community governance,is of great significance to grassroots social governance.As a mega city,Guangzhou has demonstrated its effective experience and practices in leading community governance through party building in the community epidemic prevention work of the corona-virus epidemic,providing a good range of research case selection and research platform for the study of the “One Core and Multiple Elements” mechanism.This research conducted surveys on 18 communities,streets,and community activities in various regions of Guangzhou through interviews,seminars,and participatory observations.More than 50 people participated in the survey.Based on the collected evidence The data summarized the current situation and existing problems of the “One Core and Multiple Elements” mechanism of party construction in Guangzhou leading community governance.Based on theoretical summary and reflection,it is found that the mainstream paradigm of previous community governance research has insufficient explanatory power for party building to lead community governance and solves the problem of“administrative dependence”.Therefore,this article will try to return to the perspective of party-community relations and put the party as a key element back to the research field center of community governance,and the practical exploration and theoretical analysis of existing problems of the “One Core and Multiple Elements”mechanism of party construction leading community governance.Through analysis,this article believes that the existing problems of the “One Core and Multiple Elements” mechanism are concrete manifestations of the fact that a good mutual construction relationship has not yet formed between the party and the society,the reasons behind are the ambiguity,interactivity,and the separation of the party’s social and political attributes.In response to the above reasons,the optimization path of the “One Core and Multiple Elements” mechanism can be divided into three aspects: First,strengthen the legalization of the “One Core and Multiple Elements” mechanism,and provide a foundation for clarifying the relationship between the party and the society and participating in legal supply;the second is to strengthen the leading role of the “one core” in community governance by enhancing the motivation of the “One Core and Multiple Elements” mechanism,improving the management of party members and cadres and the construction of community party building,strengthening the leading role of the “One Core” in community governance,and consolidating the political and social attributes of the ruling party at the grassroots level;thirdly,in order to break away from a single political integration framework and get rid of the administrative path dependence in grassroots governance,we need to emphasize the refined handling of community needs and public issues in community governance,and cultivate the power of multiple social subjects through party construction and promote the construction of grassroots democracy through multiple consultations,so as to realize the party’s social construction and service function,extend the application to the people with the social power of multiple subjects.
