As the cornerstone of national governance and social governance,the effectiveness of grassroots governance directly determines the sustainable development,prosperity and stability of the economy and society.Since the beginning of the 21 st century,China’s urbanization has entered a stage of rapid developmenty,the urbanization rate will reach 64.7% in 2021.The task of grassroots community governance has become increasingly arduous.The contradiction between the grassroots social governance capacity and the level of economic and social development has gradually become prominent.Problems and challenges continue to emerge,which puts forward new requirements for grassroots community governance in my country.Since the 18 th National Congress of the Communist Party of China,the status of urban and rural community governance has become more prominent,and the construction of the community governance system has become the core strategy of the party and the country.In September 2017,Chengdu pioneered the establishment of the Urban and Rural Community Governance Committee of the Municipal Party Committee,and gradually established a four-level community governance and operation system at the city,district(city)county,street(township)and community levels.Jiangxi Community is located in Caochi Street,Chengdu Eastern New Area,in the core area of Tianfu International Airport New City.After several years of practice and improvement since its establishment,Jiangxi Community through bold exploration and innovation in community construction,development and governance,has initially formed a "one core and multiple" community governance centered on "party building leadership,multiple co-governance,and resource guarantee" system.This research makes an in-depth analysis of the implementation of "one core and multiple" community governance practice in Jiangxi Community,East New District of Chengdu,through comprehensive use of literature research,survey interviews,case studies and other methods,using meta-governance theory,multi-center governance theory,and resource dependence theory.The paper first introduces the background and significance of the case selection,analyzes the research status and development trend of community governance at home and abroad,and puts forward the theoretical basis,basic concepts,research ideas and methods of the research.Then,it briefly introduced the basic situation of Jiangxi community,the new situation faced by grass-roots governance and the dilemma of rural resettlement community governance,summarized and sorted out the main practices and main achievements of Jiangxi community in innovative rural resettlement community governance,and proposed typical and representation cases.Next,it focuses on analyzing the governance practices and innovations of Jiangxi community in three aspects: "one core leadership",multiple co-governance,and resource integration.Two aspects discuss how to adhere to the one-core leadership of community governance,and analyze how to improve the construction of a multi-community governance system in community governance from the aspects of the construction of multiple co-governance models,the play of the roles of multiple subjects,community building and development,and multiple and rational cohesion,and from the guarantee of talent teams.This paper analyzes how to improve the guarantee capacity of community governance resources from the aspects of construction,improvement of governance material foundation,optimization of cultural and ecological resources,and aggregation of social resources.security level,etc.At the end of the paper,it summarizes the construction of the "one core and multiple" governance model of Jiangxi community innovation.
