Study On The Relationship Between Multiple Subject Of The Party Building Leading Community Governance

Since the reform and opening up,with the development of China’s market economy,the reform of political system and the gradual disintegration of the "street system",the relationship among the state,society and market has undergone great changes,and communities have gradually become the focus of grassroots governance.With the rapid development of the community,property management companies,social organizations,owners’ committees and other subjects stand out,providing diversified services for the community and effectively making up for the shortcomings of "government failure" and "market failure".Effective participation in community governance plural trend more obvious,and some places have formed a fruitful community governance mode together.Community Party committee is the leading core of community work and multiple subject,which is very important in community governance.Therefore,we should always adhere to party building to lead community governance.Under this background,this paper takes the relationship between multiple subjects as the breakthrough point,and discusses the effective approach of multiple subjects’ collaborative governance of communities under the leading of party building.This paper builds a community collaborative governance framework based on multiple subjects such as community party organizations,sub-district offices,community residents committees,community residents,owners’ committees,property management companies and social organizations,discussing the collaborative relationship of multiple subjects under the leadership of the party construction in M district.To a certain extent,it enriches the content and viewpoints of collaborative theory,governance theory and stakeholder theory.Starting from the collaborative governance practice of multiple subjects under the leadership of the party construction in M District,this paper discusses the collaborative governance model of multiple subjects under the leadership of the party construction in M District,which is conducive to rationalize the relationship between multiple subjects and improve the effectiveness of community governance.Meanwhile,it also provides a practical basis for reference for the party construction in other regions of China.This paper take the literature research,reference collaborative theory,governance theory and stakeholder theory at home and abroad,clarify the meaning of core concepts such as community party building,community governance and collaborative governance.By analyzing the background of the rise of community governance led by the Party building,the composition of community governance subjects and the possibility of collaborative governance of multiple subjects,this paper clarifies the compatibility between relevant theories and community governance,clarifies the significance and value of this study,and lays a foundation for the following research.By means of questionnaire survey and interview,this paper selects M district of Chengdu to carry out theoretical and practical research.Through the investigation and investigation of four communities in M district,the author finds that there are still shortcomings in the process of party building leading community governance in M district,such as poor leadership effect of party members,lack of trust between subjects and imbalance of community power structure.This paper attempts to analyze the reasons for the problems in the relationship between multiple subjects in community governance guided by party building from four aspects of ideological understanding,system construction,platform construction and mechanism improvement,and puts forward corresponding suggestions and countermeasures,in order to construct the cooperative relationship between the multiple subjects in the community governance.
