Research On Party Building Leading Multiple Subjects To Participate In Urban Community Governance

With the deepening of market economic reform,the acceleration of urbanization and the increase of urban population,the governance of grass-roots communities has become one of the hot issues in China’s social development.The community party organization is the basic level organization that contacts the community dweller most closely,it is the foundation and fortress that the party develops the work.How to better integrate the Party’s leadership into community governance and give full play to the leading role of the party’s grassroots organizations in integrating community resources and realizing the multi-subject participation in community governance is an urgent problem to be solved in the current grassroots social governance.It is of great significance to strengthen the party’s leadership and realize the co-promotion of grassroots Party building and social governance for effectively solving the difficult problems of community governance.At present,most of the research on community governance focuses on governance mode,simple multi-governance and de-administration,while the research on Party building focuses on the level of district and sub-district government,lacking the research on community Party organizations as the core to lead the participation of multi-governance subjects.Therefore,this paper M community,for example,using the method of literature,interview and case analysis of M community party organizations at the grass-roots level to the party lead to realize multiple governance main body participation in urban community governance innovation practice,in-depth studies are analyzed,summarizing the practical experience of its points out the problems existing in the community governance practices,and to analyze the causes of the problem,They include: party members in the community do not play a proper role in community governance;party organizations in the community lack the ability to gather pluralistic subjects to participate in community governance;neighborhood committee administration inhibits the party’s role;grassroots party organizations do not fully integrate resources;and Internet media use is more formal than effective.On this basis,combining with M community work reality,proposes four corresponding countermeasures,including from enhancing community party organization construction,improve the leading ability of community party organizations,strengthening the party lead the community grids management and enhance community participation in plural management ability,so as to provide reference for the party lead the multivariate main body participation in urban community governance some feasible Suggestions.
