Party Building Leading Multiple Synergies: A Study Of Urban Community Property Governance Mechanism From The Community Perspective

Community property governance is an important component of the Community Governance system in the new era.However,the current level of development in China’s property industry is relatively low,and the backwardness of property concepts,shortage of talents,and extensive management faced by various regions have become common problems faced by residential communities nationwide.Therefore,solving the problem of community property governance and straightening out the operation order of community property governance is not only a way to improve people’s sense of happiness and sense of gain,but also an important breakthrough to improve the efficiency of Community Governance.Faced with such a situation,the government and scholars have carried out innovation and research at the practical and theoretical levels.At the practical level,community cases of leading property governance with party building and integrating property governance into community governance continue to stand out;At the theoretical level,the Ministry of Housing and Urban-Rural Development issued a notice calling for strengthening party building to lead the integration of property into community grassroots governance.On this basis,scholars have carried out research on the integrated development of property management and community governance and its quasi-public attributes in the policy discourse system led by party building.These studies have theoretically contributed useful perspectives to the natural and practical aspects of the integration of property governance into community governance structures.However,existing studies either focus on the relationship between the state and society behind property management,lack the investigation of the logic and operation mechanism of property management itself,or unilaterally seek a new way of property management enterprise development from the perspective of market research,resulting in community property not only unable to change the current situation,but also unable to promote the improvement of community governance efficiency in a more general sense.These studies have not paid due attention to the interaction between multiple actors such as government,market and society behind the operation mechanism of property,and the "soft" social capital conditions such as trust,communication and participation behind these interactions and negotiation behaviors.Moreover,as an important part of the grassroots unit community of the social governance community,property is not only an effective carrier and a necessary way to build a social governance community.Therefore,this paper hopes to analyze the experience and practices of party building leading multiple subjects to participate in urban community property governance from the perspective of community,and clarify the practical mechanism of party building leading multiple subjects to participate in urban community property governance in view of the problem of community property governance and the shift of national policy discourse system,so as to provide reference and enlightenment for solving the current common property problems in communities,and summarize the theoretical enlightenment of social governance community on this basis.Through the case study method,the party building led trust property reform in T Community in Chengdu in recent years is selected as an experience model,and this paper mainly has the following research conclusions:First of all,to realize the transformation of community property governance and promote the integrated development of community governance and property governance,it is still necessary to give full play to the organizational embedding and political leadership functions of grassroots party organizations.Specifically,it is necessary to build the organizational system needed to build a social governance community through "weaving party organizations and finding party members".Secondly,based on community theory and social capital theory,this paper puts forward the practical mechanism of party building leading community property governance.The core of building the participation of multiple governance subjects in the community property governance pattern is to establish a close relationship between multiple subjects through the method of "empowering residents and activating autonomy",and then build a relationship network structure of the social governance community.In addition,to achieve the sustainable operation of community property governance,it is necessary to adhere to the interest linkage between multiple subjects,provide inexhaustible impetus for mutual interaction and exchange,and build a social governance community interest linkage mechanism through "openness,transparency and incentive feedback".Finally,the ultimate goal of community property governance is to create publicity through "external action and internal identity" and create the public value of the social governance community.Finally,this paper summarizes how party building leads community property governance to provide enlightenment and reference for the construction of social governance community.This paper has made some contributions to how to build a Chinese theoretical discourse system based on the local governance context,and also opened a feasible path to build a social governance community under the Community Governance context to a certain extent.Property is an important component of Community Governance.Leading property governance by the party building needs not only to play the role of multiple subjects in property,but also to expand this logic to the level of Community Governance.Through leading property by the party building,Community Governance can be driven to achieve the construction of a community of social governance.
