Research On The Implementation Of Government Probation Policy For College Students In Shaanxi Province

With the rapid development of society and people’s increasing demand for high quality of life,the government’s service supply to the education sector has entered a new stage.In order to train college talents and make government affairs open,Shaanxi Province has introduced the policy of government probation for college students.Under the joint efforts of the Shaanxi provincial government and the probation units at all levels,the ability of the college students participating in the probation has been generally improved,and the image of the Shaanxi provincial government has been shaped.The government probation policy for college students has played a good policy effect,but it is followed by a series of specific problems in the process of policy implementation.In order to deeply understand the problems existing in the implementation of government probation policy for college students in Shaanxi Province and improve the effect of policy implementation,this paper adopted in-depth interview and field investigation methods to collect the policy feelings and relevant data of policy implementation subjects and policy target groups.In order to make an in-depth analysis of the specific implementation of the government probation policy for college students in Shaanxi Province from 2012 to2020.First of all,based on the Horn-Meter system model,and combining with the particularity of college student government probation policy,this paper constructs the analysis framework of the implementation of college student government probation policy.Then,based on the analysis of the research results,it is concluded that there are five problems in the implementation of government probation policy for college students in Shaanxi Province,including policy objectives and standards are not uniform,policy resources are insufficient,the way of policy promotion is not good,the implementers have their own limitations,and the assessment and feedback links are weak.Secondly,the paper makes an in-depth analysis of the four major reasons that lead to the problem of policy implementation: the policy itself,the administrative system,the financial funds and the identity attribute.Finally,it puts forward the countermeasures and suggestions to optimize the implementation of the government probation policy for college students in Shaanxi Province,which are carried out from five aspects: optimizing the probation policy,integrating the resources of the policy implementation,stimulating the internal motivation of the policy implementors,and strengthening the assessment and feedback of the policy implementation.
