Research On The Policy Implementation Of Guaranteed Loan For Entrepreneurship In Heze City

The guaranteed loan for entrepreneurship policy is a public employment policy launched by the government to facilitate employment for the disadvantaged groups by promoting entrepreneurship.In the 20 years since its introduction,it has been refined and developed a sound implementation system.Due to the outbreak of COVID-19,China’s real economy and employment have suffered tremendous challenges.The report to the 20th CPC National Congress calls for improving the employment promotion mechanism,optimizing the employment public service system,upgrading the employment support system for key groups,and strengthening employment assistance for disadvantaged groups.In order to adapt to the new environment and further achieve the policy objectives,it is far-reaching to examine flaws in the current policy implementation and make reasonable suggestions.Through literature review and interviews,this thesis probes into the implementation of guaranteed loan for entrepreneurship policy in Heze City for the three years from 2020 to 2022.It is found that there are six problems in Heze City:some performance assessment indicators deviate from policy objectives,insufficient policy resources cannot timely allocate discount interest,coordination difficulties among policy implementation agencies,risk of mismatch between balance and fund scale,regional imbalance in policy support,and difficulties in the implementation of Guaranteed loan for entrepreneurship policies.In this paper,based on the Horn-meter system model and the interview analysis of the personnel involved in policy implementation,it is found that the reasons for policy implementation problems are as follows:First,the policy objectives and standards still need to be further improved;second,the policy resource guarantee system is not perfect;third,there are interest conflicts among the policy implementation agencies;fourth,there is a lack of key links in the way of policy implementation;fifth,the system environment needs to be further optimized;sixth,the value orientation of the implementation personnel deviates from the policy requirements.Finally,based on the Horn-Meter Model,this paper puts forward the following six suggestions in order to solve the problems in the implementation of Heze guarantee loan policy:first,specify the policy objectives,refine the policy standards,strengthen the top-level design to formulate the policy objectives scientifically and formulate the standard rules according to the local conditions;Second,improve policy resources guarantee system,perfect financial resources supporting system and perfect human resources training mechanism;Third,improve the cooperation mechanism among the executive agencies,establish the inter-governmental cooperation mechanism and the government-bank cooperation model;Fourth,improve the way of policy implementation,integrate guarantee fund resources and optimize its use,and introduce other financial institutions to form healthy competition;The fifth is to build a good system environment,suggesting that the state encourage state-owned banks to actively participate in the implementation of policies,suggesting that Heze City quickly set up a government financing guarantee institution;The sixth is to correctly guide the value orientation of policy implementation,correctly guide government implementation through examination and training,and reasonably constrain bank implementation through guidance and supervision.
