A Study On The Generation Mechanism And Operation Logic Of Rural Governance Community Construction

In the context of the development of the new era,the issue of social governance,especially rural social governance,has become an issue of great concern in China at present.The effectiveness of rural social governance has a direct impact on the stable development of rural society.Along with the deepening of the modernization process,rural societies are facing different types of governance hardships along with sustainable development.Therefore,it becomes a real issue to establish a rural governance community,raise the level of rural governance,and achieve effective rural governance.This paper defines the relevant concepts of rural governance community and sorts out the inner connection between primary-level party organizations and villagers’ subjects.The theory of collaborative governance and resource dependency theory are taken as the theoretical basis for the construction of rural governance community,and an analytical framework of rural governance community is built.It further explores the generation mechanism and operation logic of rural governance community construction,and proposes the optimization path according to the shortage of reality.The study employs field work,in-depth interviews,and other methods to gain a deeper understanding of the basic overview and practical effectiveness of the construction of village governance community in Village M of City C.The study provides a practical basis for exploring the construction of village governance community.The realistic scene of the rural governance community construction in the case is based on the field resources possessed in a specific space,and the situational and practical advantages thus formed jointly promote the optimization of governance structure and the integration of governance resources.The resulting "space-situation-action" multidimensional attributes together form the mechanism for the construction of a rural governance community.It is further found that rural primary-level party organizations lead the development of villager subjects through institutional innovation,resource enhancement and political optimization.Villager subjects empower primary-level party organizations through cognition,structure and function.In order to realize the interactive process of rural governance community construction,grass-roots party organizations and villagers interact with each other in the rural social field based on resources.The collaborative coupling of these two parties independently builds the inner mechanism of rural governance community construction of "party building leadership" + "endogenous empowerment",and the holistic governance model formed in reality promotes effective rural governance.Based on the above,the shortcomings in the construction of village governance community in M village of C city are summarized.The shortcomings mainly include the insufficient function of primary-level party organizations,the non-optimized environment for the development of village rules and regulations,and the lack of villagers’ ability to participate in self-governance.Then further explore the realistic path of optimizing the construction of rural governance community.The paper proposes to broaden the cultivation channels of primary-level party members,make the village rules and regulations work,and enhance villagers’ ability to participate in villagers’ self-governance,so as to promote the construction of a rural governance community.
