A Study On The Predicaments And Countermeasures Of Modernization Of Rural Primary-level Social Governance In Northern Jiangsu Province

The modernization of rural primary-level social governance is an important part of the modernization of social governance and even the modernization of national governance.A Plan on Modernizing the System and Capacity for Primary-Level Governance released by the CPC Central Committee and The State Council indicates that the modernization of social governance in China has basically reached maturity.Yet how to speed up the overall development of rural areas,promote the transformation of the advantages of socialist system into the effective advantages of rural primary-level social governance,and accelerate the modernization of rural primary-level social governance is of such importance that they need to be answered in theory.The rural areas in northern Jiangsu province are marked by its vastness in space and population,and a rapid socio-economic development.With the in-depth promotion of the rural revitalization strategy,the rural primary-level in northern Jiangsu has taken on a new look,which though has prepared for the foundation for the modernization of social governance,yet still faces many setbacks.Shuyang County is typical of northern Jiangsu in terms of regional and population scale,folk customs,economic development and infrastructure construction.This paper selected Shuyang County as a research sample to explore the predicaments and countermeasures of primary-level social governance in rural areas of northern Jiangsu province,which is a typical example of local analysis.This paper uses empirical analysis methods such as literature research,questionnaire survey and individual interview,and meanwhile,sticking to the basic requirements of A Plan on Modernizing the System and Capacity for Primary-Level Governance,this paper systematically explores the modernization of primary-level social governance in rural areas of northern Jiangsu province,by following the logical line of the following four steps: current situation investigation,problem identification,problem analysis and countermeasures.The case study of the rural social governance in Shuyang County shows that primary-level social governance in rural areas of northern Jiangsu province faces the following three predicaments: first,the role of governance subject is lost and thus does not play its role effectively;second,although China continues to promote the tilting of governance resources to rural areas,there is still a structural shortage of resources at the primary-level,which cannot meet the needs of rapid rural development;and third,although modernization of rural primary-level social governance in rural areas prompts in the new era,rigid “hard governance” model still dominates in the rural.The main reasons for the above predicaments are: the primary-level social governance exhibits a poor function inside the institutional mechanism;The resource obtaining mechanism is inefficient;the Villagers Committee and the villagers are limited ideologically by the “hard governance” model.In order to accelerate the modernization of primary-level social governance and comprehensively promote the revitalization of rural areas in northern Jiangsu province,In response to the dilemma,the following measures should be taken: strengthening the primary-level Party building,clarifying the rights and responsibilities of primary-level governments and enhancing the governance consciousness of village committees and villagers,so as to strengthen the functions of each subject in primary-level governance;promoting capital,technology,skilled workers and other social governance resources to be channeled to the rural areas in order to accelerate the all-round development;improving the system of primary-level governance that combines three kinds of governance,which is based on self-governance,guaranteed by the rule of law and supported by the rule of virtue;preparing for the construction of smart governance,data integration and scenario application expansion to strengthen the capacity of the smart governance in rural areas.
