The current realization of the strategy of rural revitalization and the comprehensive construction of a well-off society are national development goals,but with the reform and economic development,our society has undergone major changes in the main contradictions.Our material wealth is rich but uneven,mainly between urban and rural areas.The rural imbalance is mainly on the "three rural" issues,and the solution to the "three rural" issues has always relied on our party’s rural grassroots party organizations.Therefore,General Secretary Xi Jinping stated in the report of the 19 th National Congress of the Communist Party of China: "The party’s grassroots organizations are the basis for ensuring the implementation of the party’s line,principles,policies,decisions,and deployment,and they must focus on enhancing organizational power."
