| In March 2017,the Ministry of Education issued the Guiding Opinions on Doing a Good Job in After-class Service for Primary and Secondary School Students(hereinafter referred to as the Opinions),which pointed out that the main channel of after-school service for primary and secondary schools should be given full play,and schools should take the initiative to assume the responsibility of after-school service for students.In July 2021,the General Office of the CPC Central Committee and the General Office of the State Council issued the Opinions on Further Reducing the Burden of Students’ Homework and Off-school Training in the Compulsory Education Stage(hereinafter referred to as "Double Reduction"),and all localities have stopped the off-school training activities of disciplines.After the implementation of the "double reduction" policy,schools in the compulsory education stage will fully implement the "5+2" after-school delay service mode.The research on after-school service quality under this mode is still in its infancy.This study aims to establish an after-school service quality evaluation system based on the actual survey results of after-school service,find out the implementation quality of after-school service since the implementation of the "double reduction" policy,and propose policy recommendations from the management perspective for the existing problems,so as to provide reference for the government departments to carry out after-school service supervision and implement the "double reduction" policy in depth.This study takes the implementation quality of after-school service in Rizhao as the research object.First,based on clarifying the research progress of after-school service,this paper puts forward the ideas and methods of this study.Secondly,it combs the national,provincial and municipal after-school service policy documents and theoretical basis,and defines the core concepts.Third,the questionnaire and interview methods were used to understand the after-class service supervision of Rizhao’s education authorities,the implementation of after-school services in schools,and the demand and satisfaction of parents and students for after-school services.The study found that parents’ satisfaction with after-school service policy reached 95%,and some teachers had a psychological resistance to after-school service.Fourth,use the correlation analysis method to select evaluation indicators,establish a multi-dimensional quality evaluation system,quantitatively evaluate the implementation quality of after-school services,and summarize the achievements and problems of after-school services.The results show that the after-school service quality of primary schools in Rizhao City is generally good,basically reaching the level of "satisfaction",but some aspects still need to be improved.The main problems are that teachers and parents have a bias in their understanding of policies,a single source of funds,a lack of regulatory mechanism,a small number of diversified service personnel,and high pressure on teachers.In order to better promote the scientific and reasonable promotion of after-class delay service by the education authorities,the following policy recommendations are put forward: first,strictly implement the relevant documents of the national "double reduction" policy,establish a scientific after-class service education system,and at the same time,raise funds in various ways to protect the rights and interests of teachers;Second,do a good job of supervision and establish specific rules and regulations and evaluation and supervision system for the implementation of after-school services in primary schools;Third,build a multi-participated after-school service work pattern,including exploring the establishment of community after-school service schools,guiding retirees to participate in after-school services,mobilizing parents’ enthusiasm and enhancing their sense of responsibility. |
