The novel coronavirus pneumonia epidemic is an unprecedented major public health emergency since the founding of the People’s Republic of China.The outbreak and spread of the novel coronavirus pneumonia is extremely fast and extensive,and has brought extremely serious impact on the country and people’s life.Communities,as the basic unit of people’s lives,are also the front line of defense under the impact of the epidemic.The epidemic prevention and control work over the past three years has greatly tested the governance capacity and level of communities.The research on building resilient communities is of great significance for effective response to public health emergencies in the future.In this paper,the community anti-epidemic practice in District B of Shandong Province during the implementation of "Class B A management" during COVID-19 infection is taken as a case study.Combined with the resilient community theory and the existing researches,the research framework of resilient community construction is constructed from four dimensions of environmental resilience,organizational resilience,institutional resilience and cultural resilience,and the deficiencies and causes of resilient community construction in District B are analyzed.It proposes methods and strategies to promote the construction of resilient communities,and plans the "new governance path" of "high-risk society" from a more systematic and long-term perspective,so as to facilitate the smooth transition of emergency state in grassroots community emergency response,thus enhancing the ability of cities and communities to respond to public emergencies.The comprehensive study found that the inadequate construction of resilient communities is mainly manifested as:poor community planning,incomplete infrastructure,shortage of emergency supplies and other aspects of environmental resilience;The lack of self-organizing ability of the community,the lack of residents’ sense of participation,the lack of diverse cooperation and other aspects of organizational resilience;The lack of institutional resilience in such aspects as inadequate emergency plans,inadequate "emergency conversion" mechanism and insufficient digital application;The sense of community has not been formed,and the cultural resilience in emergency culture construction is insufficient.It is mainly caused by the immature ecology of multi-coordinated remediation,the establishment of a benign social interaction order and the lagging innovation of emergency management concept.Based on the requirements of existing scholars on the characteristics of initiative,redundancy and agility in the construction of resilient communities,this paper believes that to improve the resilience of community environment,we should start from optimizing community public space,strengthening infrastructure construction and ensuring the supply of community resources.The resilience of community organizations can be enhanced by establishing a clear accountability system,encouraging community participation and collaboration,and enhancing the sense of self-service among community residents.We will further enhance the resilience of community institutions by improving emergency response systems,strengthening scientific and rational empowerment,strengthening digital governance,and building smart communities.Through the cultivation of community awareness and the establishment of community emergency cultural norms,the cultural resilience of communities can be enhanced.Then,through continuous practice and exploration,the construction level of resilient communities can be comprehensively improved,the grass-roots governance capacity can be "upgraded and leap-forward",and the grass-roots governance system and governance capacity can be modernized.
