Research On Emergency Management In Chengdu From The Perspective Of Resilient Governance

Since the reform and opening up,China’s urbanization process has been more and more in-depth,and the degree of urban governance modernization has been continuously improved.In recent years,novel coronavirus pneumonia has been frequent in China from the 2008 earthquake to the 2010 drought and then to the 2019 outbreak.The emergency has threatened public health and health,and has seriously hindered the steady development of the social economy.Emergency management has become the widespread concern of the government and the community.For these emergencies,how to effectively manage and reduce the disaster losses caused by emergencies is a practical problem that our governments,enterprises and other social organizations at all levels must face.Under the macro background of the global risk society,with the increasing coupling between urban system and natural disaster system,various disaster events and their secondary risks continue to be superimposed and connected in series,and evolve into a systematic public crisis beyond the existing response capacity of a single organization or department under the effect of cascade effect,showing typical characteristics of compound disasters.Compared with the traditional research theory,the introduction and utilization of resilient urban governance has greatly promoted the progress and improvement of urban emergency management,and provided new ideas and ideas for effectively responding to urban emergencies.Compared with traditional research theories,the introduction and utilization of resilient governance has greatly promoted the progress and improvement of urban emergency management,and provided new ideas and ideas for effectively responding to urban public emergencies.By consulting literature and government reports,visiting and investigating,analyzing the current situation and other methods,this study found that Chengdu emergency management showed resilience in the four stages of prevention,preparation,response and recovery,and analyzed the existing problems and causes of Chengdu emergency management from the perspective of governance.By consulting literature and government reports,visiting and investigating,analyzing the current situation and other methods,this study found that Chengdu has some problems,such as incomplete construction of resilient emergency management system,need to improve the resilience of emergency coordination and linkage,lack of resilient emergency space and materials,immature resilient intelligent emergency technology and imperfect resilience mechanism of post disaster recovery.Combined with the theory of resilience governance,it is concluded that the reasons for the problems of Chengdu emergency management are the lagging thought of resilience emergency management,the low efficiency of resilience emergency decision-making,the insufficient utilization of social organization strength,the weakness of resilience emergency security system and the insufficient public resilience emergency education.Based on the analysis of the current situation and problems of emergency management,this paper puts forward the main countermeasures to further improve the emergency management in Chengdu: improve the emergency management system and improve the institutional toughness of emergency management;Strengthen the coordination of multiple subjects and improve the structural toughness of emergency management;Pay attention to the construction of emergency facilities and improve the physical toughness of emergency management;Pay attention to the value of science and technology and improve the technical toughness of emergency management.Specifically,we can pay attention to the research of emergency management theory and mechanism,establish and improve the emergency management system,and enhance the operability of emergency plan;Set up a reasonable organization and personnel structure,improve the social mobilization and participation mechanism,and smooth the path of publicity,communication and feedback;Broaden the investment channels of emergency funds and pay attention to the construction of emergency infrastructure;Build a professional emergency rescue team,carry out emergency education for the public,rely on modern technical means to realize intelligent emergency management,improve Chengdu’s emergency management ability,and build a resilient modern city.
