In recent years,the risks of global public health emergencies have been frequent,and how to more effectively prevent,mitigate,and provide disaster relief has become one of the important urban management tasks.Especially for border cities in China,faced with public health risk disturbances at home and abroad,the traditional concept of disaster prevention,mitigation,and disaster relief is no longer applicable to dealing with public health risks.Therefore,introducing the concept of resilience as a thinking mode for urban disaster prevention,mitigation,and relief,as well as applying the theory and practice of crisis life cycle to study the challenges and dilemmas faced by the resilience construction of border cities,is of crucial value for the construction of resilient cities.This article takes Chongzuo City,Baise City,and Fangchenggang City as the research objects.After comprehensively reviewing relevant research results at home and abroad,and combining the theory of resilient cities and crisis life cycle,it points out the current situation,problems,causes,and strategies of resilient city construction in the three cities in recent years under public health emergencies.From the perspective of the theory of resilient cities,the construction of resilient cities has three aspects: organizational resilience,social resilience,and infrastructure resilience.Combining the management methods and concepts of the crisis life cycle theory,it is applied to all aspects of resilient cities,treating cities as a "living entity" Currently,the three cities are actively promoting urban modernization,and have achieved certain results in institutional construction,economic development,social governance,and infrastructure construction.However,there are still many problems in the development of resilient city construction in Chongzuo City,Baise City,and Fangchenggang City Firstly,in terms of organizational resilience,the institutional and normative system for building resilient cities is not yet perfect,and the institutional environment construction urgently needs to be strengthened;Second,in terms of social resilience,a long-term governance mechanism for the entire cycle has not yet been formed,and the construction of social resilience is not in place;Thirdly,in terms of infrastructure resilience,digital technology still lacks in enabling resilient urban construction,and urban infrastructure construction is not in place.Based on this,this article attempts to propose strategies for building resilient cities in Chongzuo,Baise,and Fangchenggang from the perspective of public health emergencies.Firstly,it is necessary to improve the institutional norms and organizational structure of resilient city construction,including the top-level design and overall planning of resilient city construction.Secondly,improve the overall social governance effectiveness of resilient city construction,fully utilize the concept of crisis life cycle,and effectively enhance the social resilience of resilient city construction.Finally,further improve the infrastructure construction of resilient cities,especially digital infrastructure construction,to achieve the sharing of digital dividends within the government and between the government and society. |
