Study On The Construction Of Resilient Community In Lhasa City Pass District

In recent years,various public crises and disasters have occurred frequently,greatly affecting and endangering the safety of people’s lives and the normal operation of production and life.Community is the "cell" of society,is the most sensitive area,to build a harmonious and sustainable development of society,the center of gravity in the grassroots,the foundation in the community.In the face of various crises and disasters,how to effectively cope with and quickly recover is the core link of community construction in the future.Many cities and even countries at home and abroad attach great importance to the concept of resilience in community construction.The construction of resilient communities can not only improve the ability of communities to withstand crises and disasters,but also lead the direction of community construction in the future.It is the basis for meeting the needs of social security and development,guaranteeing community stability,and also an important position to resist risks.Improving the resilience of communities is essential to withstand risks and sustain normal life.The construction of resilient communities is a systematic and long-term project,which requires continuous improvement of community governance system and enhancement of community resilience.General Secretary Xi Jinping has repeatedly stressed in their instructions on the work of Tibet that it is important to promote high-quality development in Tibet,that people’s livelihood should be improved,and that people of all ethnic groups should have a greater sense of gain,happiness and security.During his visits to various places,his also mentioned many times that I attach great importance to community work.The construction and development of Tibetan communities is relatively slow,and residents have a relatively vague concept of community,and are not clear about their rights and obligations in the community.In the face of complex and changeable social environment,the construction of traditional communities has been unable to meet the needs of residents for a better life.In contrast,there are still many shortcomings in the construction of community resilience in Chengguan District of Lhasa,and there is a lot of room for development.Therefore,this paper studies the construction of resilient communities in Chengguan District of Lhasa City,analyzes the performance of various dimensions of resilience of communities in Chengguan District of Lhasa City,and puts forward reasonable suggestions to improve the level and ability of coping with various crises and disasters.First of all,from the policy and practical background,it is understood that there are few studies on the construction of resilient communities in Lhasa Chengguan District,and the need for the construction of resilient communities is urgent.The construction of resilient communities is related to the implementation of the Party’s and national policies and the harmony and stability of residents’ own interests.On this basis,it points out the necessity of resilience construction of Lhasa City customs district.Secondly,by combing the literature,this paper takes the community of Chengguan District of Lhasa as the research object,based on the theory of resilience construction,disaster management theory and community collaborative governance theories,screens and summarizes the literature for index weight calculation,and constructs an index system with five dimensions,namely community resident resilience,community cohesion resilience,community guarantee resilience,community institutional resilience and community governance resilience.And evaluate it.Thirdly,a questionnaire survey was conducted on community residents in Chengguan District of Lhasa,and the entropy weight TOPSIS comprehensive analysis method was applied to the questionnaire data to evaluate and rank the performance of resilient communities in various dimensions.The scores in descending order were the resilience of community governance,the resilience of community institutions,the resilience of community cohesion,the resilience of community security and the resilience of community residents.It is found that the resilience of community construction in Chengguan District of Lhasa is generally poor,and there is still a large space for the resilience of community construction.Finally,on the basis of the analysis and evaluation of five dimensions,the author draws on the experience of domestic and foreign researches to analyze the reasons for the lack of community resilience in Lhasa Chengguan District,and puts forward improvement strategies from five aspects of community residents’ resilience,community cohesion resilience,community guarantee resilience,community institutional resilience and community governance resilience.To improve the resilience of individuals and communities in the face of crisis and disaster events,give full play to the role of multiple entities,improve the resilience of communities,build resilient communities that can withstand disasters and crisis events and recover quickly,and facilitate high-quality sustainable development of communities.
