In the context of the modernization of the national governance system and governance capacity,governments from the central to the grassroots,have attached great importance to upholding and improving the modernization of the national governance system and governance capacity.And local governments have gradually explored a road from "grid management" to "grid governance" in the practice of grassroots social governance,and grid has become an important starting point for the modernization of national social governance system and social governance capacity,as well as a "universal tool" for urban and rural social governance practice.Grid members are the main force of grid services and the executor of grid tasks in grid governance.Therefore,the ability and level of grid members,even their age and mental state,will directly affect the quality of grid governance at the grass-roots level.In the process of deepening the practice of grid governance,the academic circle rarely pays attention to the construction of the grid member team,and the grid governance originated in cities has only been applied in rural social governance for more than 10 years,so the problem of rural grid member team construction should be paid more attention.This paper which takes the grid members in T town of L city as an example,analyzes the current situation and problems of the grid member team construction in T town of L city from the perspective of public management,and puts forward countermeasures for the construction of rural grid member teams.The research on this issue can help to expand the theoretical research on grid governance and offer suggestions for the rural grassroots social governance,which has important theoretical and practical significance.Based on the questionnaire survey of 123 grid members and 143 villagers in T town,L City,as well as the in-depth interview with the management leaders,department heads,staff and some grid members of the grid management service center,this paper investigates the current situation and problems of the grid members in T town,L city,and gives countermeasures and suggestions.The results show that in terms of team structure,the age structure of grid members in T town tends to be younger but their total cultural quality is relatively low.The current measures are to conduct public inspection and recruitment for the whole town,implement public management,establish a diversified list of duties for grid staff,provide timely training according to the county-level task list and town-level key tasks,increase salary and give certain political incentives.However,there are many problems in the current construction of the grid team in T Town,such as the lack of substantive fairness and standardization in recruitment,multiple management leading to multiple responsibilities and frequent job transfer,single mechanical form of training content,low incentive guarantee level,and weak stability of the grid team.Based on the analysis of the current situation and problems,this paper suggests that the construction of rural grid member teams should be optimized through improvements in recruitment and employment,management and utilization,training and development,assessment and incentives,and social recognition.These enhancements will improve the service capabilities and levels of grid member in rural grassroots social governance. |
