| Urban communities are the frontline bastions for promoting grassroots governance,the first position for closed relations between the Party,the masses and the cadres,and the important stronghold for people’s wellbeing.With the continuous development of the economy and society,the management mode of the urban community was innovated and developed gradually.In order to promote the transformation of urban community governance level-to fine,efficient and intelligent-which contributed to the emergence of the grid management mode.The grid management mode can handle conflicts quickly and efficiently,and maintain stability,which response to China’s national conditions and the needs of grassroots governance.Moreover,the mode serves and guarantees people’s livelihood,accurate services adequately,narrows the distance between the communities people and government,and improves the government reputation.As the pioneer of grid management,the grid urban community workers should handle the daily affairs,collect social conditions and public opinions,and solve the contradiction problems.We should pay attention to the ability and quality of grid workers,work style and service quality,which directly determine the government quality and efficiency.When faced with such key and difficult problems as epidemic prevention and control,grass-roots governance,the team of Community Grid members played a vital role in prevention and control,household investigation and solving problems,but at the same time,it also exposed some problems in the construction of the team,by building an institutionalized,refined and efficient management system,to promote the construction of unified rights and responsibilities,scientific norms,professional excellence,pragmatic and efficient grid staff has become the focus of this study.This paper takes L district of C City as the research object,relying on refined management theory,two-factor Motivation Theory and human resource management theory of public sector,based on the methods of field investigation,literature analysis and comparative study,this paper makes a thorough analysis of the existing problems on the premise of fully understanding the basic situation and current situation of the construction of the grid staff in L district of C City,it is found that there are four major problems in the construction of the grid personnel team,namely,non-standard organization and management,inadequate system construction,unsound business ability and insufficient function,this restricts the healthy development of the grid team to a great extent,and the main reason for the problem is that there is still a lack of mechanism,motivation,education,training and financial support in l-zone.On the basis of drawing on the advanced practices of other cities in our country,the author sums up the effective experience of the management of grid personnel,strengthening the measures of caring and encouraging,establishing the operation mechanism of clear rights and responsibilities,and promoting the integration of online platform resources.This paper holds that we should start from four dimensions: organization construction,system construction,quality construction and style construction,we should build a unified organizational system of authority and responsibility,form a scientific and standardized management mechanism,cultivate a professional team of qualified personnel,and show a pragmatic and efficient team image.I hope this study can provide new ideas and reference value for the construction of Urban Community Grid members. |
