| Under the tide of building a pattern of co-governance and sharing social governance,grid management has become an important starting point for the modernization of national social governance system and social governance capacity,a "common tool" for urban and rural social governance practice,and at present,"grid management" is constantly evolving into "grid governance".The construction of grid members is directly related to the efficiency and effect of grid management,determines the effectiveness of community governance and the quality of community public services,and may even affect the realization of the ultimate goal of the modernization of national social governance system and governance capacity.Grid management is in full swing in the practice of social governance,but the academic community rarely pays attention to the construction of grid staff.Taking Shenzhen grid members as an example,this study uses the perspective of public management to analyze the current situation of the construction of Shenzhen grid members,analyze the problems existing in the construction of grid members,and study and judge the Countermeasures for the construction of grid members.The research on this problem is not only helpful to expand the theoretical research content of grid management,but also helpful to make suggestions and suggestions for the urban grassroots social governance,which is of great significance On and practical significance.Based on the survey data of more than 1600 grid members and 482 grid managers in Shenzhen,this study conducted focus discussion and in-depth interviews with grid members in grid departments,Nanshan District,Longhua District,Futian District and Longgang District of Shenzhen,and investigated the current situation and problems of grid members in Shenzhen with the idea of "current situation problems countermeasures",and put forward countermeasures Discussion.The results show that in terms of team structure,the age structure tends to be younger,the cultural quality is relatively low,and the marriage structure is mainly married;in terms of recruitment management status,the recruitment source channels are extensive and the management subjects are diversified;in terms of performance status,there are many work responsibilities and tasks,and the work performance of the Department is recognized by the higher authorities;in terms of In the current situation of performance of duties,the wage level is generally not high,and the income satisfaction is very low.There are some problems in the construction of grid member team,such as the fuzzy position of identity and responsibility,the lack of clear legal position of grid member identity,the generalization of grid member’s work responsibility and the marginalization of main job;the management system of grid member team construction is not smooth,the management of access is not standardized,and the daily work management is not in place;the support of grid member team construction is not perfect,the salary guarantee mechanism is not perfect,and the career development mechanism Not clear,hardware support system is not perfect.In terms of current situation and problem technology,this study believes that we should strengthen the construction of grid personnel team from the aspects of repositioning the identity and responsibility of grid personnel,optimizing the management system and mechanism of grid personnel team,and improving the grid personnel team,specifically defining the legal positioning of grid personnel,giving corresponding rights and obligations;clarifying the responsibilities of grid personnel,making the work list of grid personnel;improving the grid personnel role Responsibility access system,clear the exit mechanism of grid matters;straighten out the management mechanism of grid members,strengthen the management of team in and out,optimize daily management;improve the salary incentive mechanism,career development mechanism,professional software and hardware support,improve the salary and specialization of grid members,and promote grid members to actively perform their duties. |
