Research On The Realistic Dilemma,Formation Reason And Optimization Path Of Overloading Operation Of Grass-roots Grid

In recent years,the demand for public services in rural areas has been growing day by day,and the demand type and quantity have been improved.In order to proactively adapt to the new challenges and changes in the new era of socialism with Chinese characteristics,grassroots governments have actively promoted grassroots grid governance.Grid management in urban community governance success,explore new rural governance model provides a useful reference,but not a simple copy or some advanced parts of the city.Compared with urban grid,grass-roots grid has the natural disadvantages of fewer grid personnel,older age,lower education level and business ability,mismatch between grid personnel selection and policy tasks,and one-to-many overload operation.Grassroots grid overload operation is a common problem faced by the vast majority of villages and towns.In this context,this paper takes C Town of H City as the research object,applies the seamless government theory,collaborative governance theory,fine management theory,and combined with case analysis,in-depth interviews and questionnaire investigation,to the problem of H city C town overload of power grid is studied and discussed.Based on the analysis of the realistic dilemma of the overloaded operation of grid in C Town,the problems existing in the overloaded operation of grid in C Town are analyzed from the perspectives of personnel structure,professional identity,social co-governance,resource integration and institutional system,The main manifestations are as follows:serious internal entanglements in grassroots governance,imperfect grid operation mechanism,insufficient grid team construction,low participation of multiple subjects.The main reasons are the outdated management mode of the grass-roots government,the mechanical defects of information technology,the lack of multiple input of the grass-roots government,and the lack of autonomous capacity of the village residents.Finally,by studying the advanced experience and successful practices of grassroots grid-based governance in other areas and comparing with the actual grid-based governance in C Town,the advanced experience is learned,transformed and incorporated,and suggestions are put forward,such as breaking the traditional grass-roots government management mode,improving the grid operation mechanism,strengthening the grid team construction,and improving the multi-subject participation mechanism.In order to provide reference for grassroots government grid governance.
