H City L County Town And Street Party Mass Service Center Research On Operational Issues

With the deepening of China’s urban process,urban grassroots governance is facing new challenges.The 19 th National Congress of the Communist Party of China proposed to build a new pattern of social governance featuring joint governance,joint contribution and shared benefits,which provides a direction for local efforts to explore urban grassroots governance.In 2018,Guangdong province issued a guiding document to promote the construction of party-mass service centers across the province.Construction between the service center is a major livelihood project,both help to achieve the government public service equalization,but also can strengthen the government’s basic public service ability,improve the satisfaction and happiness,in the service center as the carrier,between the activities and work place can guarantee civil society organizations,social organizations and non-public ownership economy,social work institutions in normal operation,Jointly build a new pattern of urban social governance featuring joint contribution,participation,and shared benefits.Taking L County of H City as an example,this paper focuses on the construction and operation of party and Mass service center in L County by literature research,semi-structured interview,questionnaire and other methods.In the construction and operation of party and mass service centers in towns and streets of H city and L county,there are some problems,such as unqualified site construction,insufficient funds for operation and management,serious homogeneity of setting of function rooms and service lists,low utilization rate of the masses,insufficient funds for operation and management,and weak integration of social resources.Through the use of new public management,multi-center governance and other theories analysis of the "service-oriented government" positioning is not clear,multi-subject cooperation mechanism is not sound,the public participation consciousness is weak and other reasons.Finally,in view of the complexity and long-term nature of China’s social urbanization process,we must adhere to the basic principles of people-oriented and pluralistic co-governance to build a new pattern of urban governance,and put forward countermeasures to improve the benefits of the construction and operation of urban party-mass service centers.
