Research On The Role Of Party-mass Service Center In Urban Community Governance

The most prominent and common contradiction in social governance is in the urban Community,while the most solid supporting force is also in the urban Community.As the vanguard of China’s reform and opening up,Guangzhou’s population influx and urbanization rates continue to increase.Urban governance is faced with the integration of large numbers of people from other places coming into Guangzhou,the integration of farmers into the city in the process of urbanization,and the new economy and business forms changing the original social pattern.The construction of high-rise buildings and the participation of people from other places have cut off the boundaries of the original acquaintance society,and also brought about community problems and emergencies,which has directly affected the happiness and sense of gain of community residents.Therefore,the exploration of a sustainable model that fits the innovation of local urban community governance is imminent.In 2018,Guangzhou City issued the "Implementation Opinions on Further Strengthening the Construction of Urban Grassroots Party Building Positions",and all districts and communities need to meticulously build party-mass service positions.As the frontier of community governance,the party-mass service center connects various government services and party-building homes,which is a shared space for serving party members and a shared platform for coordinating community resources.In the process of implementing the abstract concept of community governance into concrete public service projects,its overall service and coordination capabilities play an important role in enhancing local community governance ability.To explore how the party-mass service center promotes the development of community governance,this paper takes the Y Street Party-mass Service Center as the research object based on the relevant research results of community governance and cooperative governance theories,using a combination of literature research and field research to focus on the role played by the Y Street Party-mass Service Center in the urban community governance.First,it introduces the general situation of Y Street Party-mass Service Center and its background in detail,including the situation of historical geography,population data,economic and social development of Y Street,and the operation of the Party-mass Service Center.Through questionnaire surveys and interviews,the community residents and party-mass service center staff’s satisfaction with the party-mass service center,whether the center can meet their needs,and their opinions and suggestions were learned.It also analyzes the problems faced by the party-masses service center in urban community governance and analyzes the reasons.The problems include that the operation mechanism of the party-mass service center needs to be further improved,the mechanism of community forces participating in governance needs to be improved,and the content of community culture and education needs to be enriched.The main reasons for the problems are that the governance mechanism of the party-mass service center is not perfect,the mechanism of social forces participating in community governance is not perfect,and the mechanism of community culture and education is not perfect.Finally,in order to improve the leading community governance of the party-mass service center,this paper puts forward some suggestions for improvement: establish a scientific and reasonable operation guarantee mechanism of the party-mass service center,improve the diversified consultation and co construction mechanism,and promote the steady development of community culture and education,so as to provide some ideas for promoting the development of the party-mass service center.
