Research On The Operation Of Party-mass Service Center

Leading grassroots governance towards grid and refined development through party building is an inevitable requirement for continuously completing grassroots governance in the context of the new era.Since the 18 th National Congress of the Communist Party of China,the Party Mass Service Center has been widely popularized and promoted nationwide,and Z City has also closely followed the decision-making and deployment of superiors to explore the establishment of Party Mass Service positions.In 2017,in response to the deployment requirements of superiors for the construction of grassroots party organization positions,J Town in Z City took the lead in exploring effective ways and methods for the construction of tangible grid party building positions among the 10 major districts and towns in Z City,and built the party and mass service positions on the most grassroots grid to create a "party and mass neighborly harmony".The grassroots party and mass service centers are important carriers of serving the masses,playing a bridging role in connecting and serving the "last mile" of the masses.Therefore,studying the operational mechanism of the Party Mass Service Center is of great significance for improving public service levels and enhancing grassroots governance capabilities.As the Party Mass Service Center reaches a certain stage of operation,it also faces new problems and challenges.There are insufficient mechanisms to ensure its operation,with some positions having low participation and some positions having uneven levels of social service organizations.These new problems are worth further attention and consideration.This article seriously considers how to build a high standard party building demonstration site,leverage the advantages of the position grid,leverage the overall upgrading and feature empowerment.The paper mainly starts from the research background,domestic and foreign literature review,and utilizes theories such as new public management and grid governance.The research object is the construction of Party and Mass Neighborhood in J Town,Z City.Using research methods such as literature research and survey questionnaire,the paper actively investigates the operating system of Party and Mass Neighborhood,and uses surveys to understand hardware facility guarantee,public resource integration,and people’s participation in autonomy,We have found problems such as insufficient resource integration,insufficient financial support,and inadequate evaluation and supervision systems.Through further analysis from the perspective of public management,the work effectiveness and current situation of the Party and Mass Service Center were summarized.It was found that there were five reasons for the lack of awareness of Party and Mass Service,low emphasis on local operation guarantee by the government,inadequate implementation of grassroots service supervision responsibilities,lack of professional guidance from operating personnel,and insufficient efforts in promoting and guiding public participation in its operation process.Targeted suggestions have also been put forward to optimize the supply of service formats,increase financial support and guarantee,and improve the evaluation and supervision system based on the reasons for the problems.When the service center between the Party and the masses runs to a certain stage,it also faces new problems and challenges.The mechanism guarantee in the operation process is insufficient,some positions have low participation,and some positions have uneven levels of social service organizations.These new problems deserve our further attention and consideration.With the help of the new public management theory and grid governance theory,this paper takes the construction of the party-masses good-neighborly neighborhood in J town of Z City as the research object,and adopts the research methods of literature study and questionnaire,actively investigate the operational system of the party-masses good-neighborly neighborhood,seriously consider how to build high-standard demonstration of party building,give full play to the position grid advantages,leverage the overall file upgrading,feature empowerment.Through the investigation and understanding of hardware facilities,integration of public resources,People’s participation in self-government,and so on,it is found that there are some problems,such as the inefficient integration of resources,the weak guarantee of financial funds,the Imperfect Evaluation and supervision system,etc.,the following suggestions are put forward: to optimize the service supply structure,to increase the financial support,to improve the evaluation and supervision system,to strengthen the construction of the talent team,etc.,to solve the people’s livelihood problems in the grass-roots governance provides a reference for promoting the operation and development of the party and the masses service center.Through investigation and research,it can be concluded that J Town has effectively explored the governance model of the county-level five level party and mass service grid,and the efficient operation of the "party and mass neighborly harmony" position has also formed a set of effective service promotion mechanisms,which is conducive to promoting the effectiveness of grassroots governance and providing a county model for effectively solving people’s livelihood issues in grassroots governance.However,it is still necessary to continue to improve and improve various operational management mechanisms,continuously improve the efficiency of the operation of the Party and Mass Service Center,and make it truly a heartwarming battlefield for the "doorstep" of people’s satisfaction.
