Study On Function Opti Mization Of Shanghai Street Town Community Party Masses Service Center

Since the 19 th National Congress of the Communist Party of China,the state has attached great importance to social governance.Community is the epitome of society and an important part of social governance.Community governance refers to the process and mechanism for the government,social organizations,residents and units under their jurisdiction,for-profit organizations,and non-profit organizations to optimize the order of community management and meet the needs of community development under the principles of social cooperation,market rules and public interests.Compared with the previous community management,the characteristics of community governance are: from the government as a single governance subject to multiple governance subjects such as party committees,governments,social organizations,resident units and the public;from administrative control governance process to democratic consultation.type governance process;from a vertical bureaucratic structure governance organization system to a horizontal network structure governance organization system.Shanghai Street Town Community Party and Mass Service Center,which is spread all over the city,mainly provided party affairs services for mobile party members,new economic organization and new social organization party members at the beginning of its establishment.The main position of comprehensive community service.The construction of Shanghai party masses Service Center started in 2001.So far,it has experienced three stages: Party member service center,Party construction service center and party masses Service Center,forming a four-level system of cities,districts,streets and towns and grass-roots stations.Street Town community party masses Service Center and grass-roots party masses Service Station are one of the important institutions directly involved in community governance under the leadership of the Party committee and government.They play four functions of politics,Party construction,society and service in street town community governance,and their importance is becoming increasingly prominent.It is found that the community party masses service centers in each street town generally have problems such as homogenization of service content,gradual decline of service effect,weak attraction of some centers,and unclear division of labor with street town departments.How to further optimize the function of Shanghai Street Town community party masses Service Center,with the help of research methods such as investigation,interview and case analysis,this paper makes a more in-depth discussion on the participation of street town community party masses Service Center in community governance,and introduces the development evolution and hierarchical system of Shanghai Party masses Service Center,Sort out the main functions and existing problems of Shanghai Street Town community party masses Service Center.Based on the case analysis of four advanced Street Town Community Party mass service centers in Shanghai,and drawing on the relevant experience of Party mass service centers in Beijing,Chengdu and Shenzhen,this paper puts forward suggestions to optimize the function of Shanghai Street Town Community Party mass service center.The paper believes that the functional construction of Shanghai Street Town community party masses Service Center should focus on Party construction and lead Street Town community governance,and improve the function of street town community party masses Service Center by strengthening political function,improving social function,implementing service function,rationalizing working mechanism and establishing classified management system,so as to better meet the needs of street town community governance and the needs of residents.
