The Research On Community Governance In L District Of Shijiazhuang City From The Perspective Of Multi-center

Community is an important place for residents’ activities.Improving the level of community governance is related to the improvement of quality of people’ life,social stability and development.With the development of urbanization,the problem of community governance is becoming more and more prominent.The 14 th five-year plan outlines the need to strengthen the construction of urban and rural community governance and service systems.Under the socialist system with Chinese characteristics,various regions have made many explorations and studies on the improvement of community governance capacity,and have accumulated some experience.However,due to the different development conditions and basic conditions in different regions,the relevant experiences can be used for reference to some extent,but the current community governance system has not been formed.Therefore,it is of great significance and practical value to improve the level of community governance according to the local conditions.Based on the multi-center perspective,it takes the community of L district as the research object,and uses the research methods of Literature Research,field investigation and interview to carry out the research.First,expounding the concepts of multi-center governance and introduces relevant theories.Second,through on-the-spot investigation and interview,we can understand the basic situation of L district community and the exertion of governance efficiency.Then,it analyzes the current situation of community governance from the perspective of government,market and society,and applies the polycenter governance theory to study the equality and independence of governance subjects,standardization of governance rules,cooperation between governance subjects and spontaneity of autonomous organizations in the process of community governance,summed up as "the role of the main body of governance is not clear and its strength is not enough,the rules of multi-level governance need to be improved,the path of cooperation is not smooth and the mechanism is not mature,the enthusiasm of residents participating in community governance is not high and the degree of social organization development is low".Then,summarized the domestic other area and the foreign community management advanced experience.Finally,based on the reality of L area,four proposals are put forward from the perspective of polycentric governance: reasonably setting up community organizations and equipped with specialized personnel;improving the local governance system and establishing diverse governance rules;optimize the communication path and strengthening the cooperation among the main bodies of governance;enhancing residents’ participation and giving full play to the advantages of social organization,hoping to provide reference for solving the problem of local community governance.So as to enhance the level of community governance and improve the quality of people’s lives.
