Research On The Grass-roots Cadres Construction

This paper mainly research on the problems existing in the cadre construction after merging the national and local tax institutions,such as aging problem,ideological instability issues,imperfect combination of tasks,people,minds,and forces,lack of vitality,uneven personal quality and weak supervision problems.Through the literature analysis,questionnaire survey and case analysis,this paper studies the current problems encountered in cadre construction after the merger of national and local taxes.In order to achieve the goal of strengthening cadre construction,it puts forward specific measures against these problems from five aspects of optimizing the cadres structure,guiding the ideology of cadres,inspiring team vitality,promoting the quality of cadres and strengthening supervision and management.This paper consists of five parts:the introduction part mainly introduces the research background and significance of the paper,the domestic and foreign literature review section mainly introduces the research achievements in this field at home and abroad,at last,it explains the research methods,main innovations and deficiencies.The second part defines the two related concepts of the merger of national and local tax institutions and grass-roots level involved in the paper.It raises theoretical basis of the research on cadres construction after merging national and local tax institutions.The third part analyses the present situation of cadres and the ways to strengthen the cadres construction since the merger of national and local tax.The fourth part focuses on the analysis of problems and causes in the cadre team after the merger of national and local tax.The five part puts forward specific measures against the problems existing in the cadre team construction after the merger of national and local taxes.
