Research On The Optimization Path Of Institutionalized Construction Of Grassroots Smart Prisons

Prisons,as the national penalty execution organs,are an important branch of the judicial system and undertake the work of punishing criminals.Closed management and closed information exchange make prisons incompatible with social progress,and the original supervision model is difficult to adapt to social changes.Building a smart punishment enforcement system in my country and integrating the smart supervision model into the strategic and fundamental work of a country ruled by law is the top priority of prison work at this stage.At this stage,the academic discussion on smart prisons is not rich,and there are few relevant research results.After sorting out,it is found that smart prisons have not been effectively integrated with concepts such as smart cities,and there is a lag in concept;related documents are mostly at the theoretical level,although It has a certain reference value,but there are few practical explorations,and the transformation of results is still insufficient.Most of the research on smart prisons are implementation plans and technical specifications,and there is no systematic review of the theoretical system and countermeasures of smart prisons,and there is a certain research space.This article attempts to analyze the research on smart prison construction,using literature research,case analysis,comparative research,interviews and other methods,and taking this unit as a case model,sorting out and analyzing domestic and foreign cases related to smart prison construction in recent years,using digital governance.,The theory of collaborative governance,combined with the actual situation that Y Prison passed the Ministry of Justice’s review and acceptance of smart prisons,to explore the framework and operation process of the development of grass-roots smart prisons.The study found that the construction of smart prisons has the problems of low integration,single process,hidden dangers of information security,and high construction costs.The analysis of the above problems is caused by the following reasons:(1)The system design is not perfect and the mechanism is unscientific.(2)The funding guarantee is not sufficient and the infrastructure facilities are weak.(3)The talent training model is backward,and the team needs to be optimized.(4)The level of technology application is low,and the management implementation is weak.By learning from domestic and foreign smart prison construction cases such as unguarded prisons,SK-NET,Sichuan Yizhou,etc.,we tentatively put forward countermeasures for prison informatization construction,and provide reference experience for further improving the management and application of prison informatization in my country in the new era.From four aspects: optimizing the top-level system design,building a data sharing pattern,establishing and improving the security system,and ensuring basic network security as the entry point for proposing improvement measures,we will continue to realize the deep integration of reform and innovation with the application of modern technology,and vigorously promote the administrative system of judicial organs.Mechanism reform,strive to improve the level of intellectualization and modernization of judicial administrative work,and create a new situation for judicial administrative work.
