Research On Problems And Countermeasures Of Smart Community Construction In Qinhuangdao City

China’s urbanization construction process has entered a new stage,and is getting closer to the goal of comprehensive modernization of society,but it is worth noting that there are still some management dilemmas in China’s grassroots society,whether it is the burden of old age brought about by an aging society or the unexpected public events represented by the new crown epidemic are aggravating the management burden of grassroots society,which requires China’s grassroots community construction model to be able to solve new types of social conflicts.As China’s society is fully integrating emerging information technology tools such as big data,cloud computing,Internet of Things and mobile Internet,communities,as China’s grassroots social units,are also beginning to step into the era of wisdom.Since 2014,various prefecture-level cities in China have opened refined wisdom community construction projects,combining diverse governance concepts and social resources,clarifying the construction mode of grassroots communities,and building a wisdom community construction path in the information era,which is used to solve the grassroots social conflicts in China and improve the living standards of residents.In this paper,through a practical case of implementing wisdom construction in grassroots communities in Qinhuangdao City,we found the following problems in the process of promoting wisdom construction in grassroots communities in Qinhuangdao City by means of questionnaires and interviews and dialogues: over-reliance on the leading role of government positioning,lack of ability of community construction subjects to apply information technology,not yet building a construction model with the theme of wisdom,the existence of information barriers between government departments The reason for these problems is that the grassroots communities in Qinhuangdao City are still subject to the inertia of an all-powerful government,and there is no systematic information technology training system for community building personnel.This paper summarizes the analysis of Qinhuangdao’s IT training system.To this end,this paper summarizes useful experience and insights for grassroots communities in Qinhuangdao City and proposes that grassroots communities in Qinhuangdao City should change the government’s completely dominant role and provide e-government services;improve the ability of community building subjects to apply information technology and build a perfect information technology training and education and publicity system;improve the wisdom community construction system,increase the investment in wisdom construction,and introduce a PPP system to reduce the The system should be improved,a democratic system of transactional decision-making should be established,and the diversity of community construction forms should be improved by relying on community organizations.The research work of this paper can help solve the problem of wisdom construction in Qinhuangdao,and also can provide reference and reference for similar communities in Qinhuangdao in the process of wisdom construction.
