Analysis On The Construction Of Provincial Smart Prison

As the national penalty execution agency,prisons not only undertake the functions of supervising criminals and maintaining social harmony and stability,but also undertake the functions of converting criminals and preventing and reducing recidivism.Due to its relatively special functional attributes and social positioning,the business development and supporting hardware of the prison system often lag behind other window units.In recent years,with the rapid development of global information technology,a series of achievements have been made in prison information construction,and the concept of smart prisons has also been proposed.Smart prisons represent a higher level of prison informatization,requiring a comprehensive perception and collaboration of prisons,emphasizing the implementation of intelligent management,refined control,fair law enforcement,scientific decision-making,and knowledge-based correction based on a people-oriented concept.In November 2018,the Ministry of Justice issued the"Implementation Opinions on Accelerating the Construction of" Smart Prisons ",clarifying the overall goals,key tasks,and implementation steps of the construction of"smart prisons ".In March 2019,the Prison Administration of the Ministry of Justice carried out the review and acceptance of the first batch of "smart prison Show house".By2020,9 "smart prisons" had been built out of the 19 prisons in J Province.This article takes S Prison in J Province as an example and uses literature review and case analysis methods to analyze the current situation of smart prison construction in S Prison in J Province,starting from its informationization development process.Afterwards,by comparing the review and acceptance standards for smart prisons,the problems in their construction were elaborated,and the reasons were analyzed,including four aspects:unclear construction concepts,low intelligence level of hardware equipment,lack of professional talents,and insufficient financial support.Based on a comprehensive analysis of the construction of smart prisons in S Prison in J Province and the reference of domestic and foreign experiences,countermeasures and suggestions are proposed from three aspects: clarifying the concept of smart prison construction,deepening the application of smart prison technology,and improving smart prison security measures.Through research analysis and preliminary exploration of countermeasures,we hope to better promote the construction of smart prisons in J Province’s S Prison,improve prison management capabilities and levels,and innovate smart models of prison management.
