Research On Problems In Smart Prison Construction Of The C Prison Of HeBei Province

Since the “13th Five Year Plan”,the State Council has successively issued important documents such as the Outline of National Informatization Development Strategy,the Action Plan of “Internet plus” and the Action Plan of Promoting Big Data Development to upgrade informatization into a national strategy.Prisons are an important part of China’s social governance system.They are responsible for punishing crimes,reforming criminals,maintaining legal dignity and social stability,and preventing and reducing crime.They should be synchronized with the modernization and informatization of the whole country.Therefore,using modern scientific and technological means to improve the quality of supervision,combining various work contents with modern science and technology,and improving work efficiency are the inevitable direction of China’s prison development.Smart prison is developed on the basis of digitalized and informationized prisons.It is an advanced form of digitalized and informationized prisons.It is not only the mainstream and direction of China’s prison development,but also the inevitable requirement and trend of China’s prison mechanism reform from physical and empirical extensive management to intelligent and scientific refined management.It is an inevitable choice for the development of prisons in China to continuously promote the construction of prison informatization and build intelligent prisons.This study takes the C prison in Hebei Province as an example,and comprehensively uses the literature research method,semi-structured interview method and participatory observation method to deeply understand the current situation of intelligent construction of prison C from three aspects: development principles,management systems,and construction effectiveness.It is found that the construction of C Prison in Hebei Province has the following problems: the application level of information technology lags behind,financial support is weak,the motivation for prison collaborative construction is insufficient,and the reserve of information technology talents is scarce.The reasons for the above problems in C Prison in Hebei Province are: insufficient attention,insufficient financial support,imbalanced performance incentives and lack of talent training.Based on this,it is suggested to improve the application level of information technology,strengthen financial support,strengthen the collaborative construction of information systems,and accelerate the construction of informatization talent team.The research expands the thinking for the upgrading of prisons from digital to intelligent,and can provide some reference for the construction of smart prisons in other regions of China.
