Research On Evaluation And Promotion Path Of Community Emergency Response Capacity In Qingdao

With the economic and social transformation in China and the accelerating process of urbanization,the demand of community residents for community public security is increasing.The frequent occurrence of various risk events such as COVID-19 and Global Warming makes the community emergency management face great challenges.Urban communities are not only at the forefront of disaster prevention and management,that is,the "first responder",but also at the bottom of national emergency management,that is,the "last kilometer".Community emergency capacity-building is an important part of emergency capacity management system.In the 14 th Five-Year Plan,it is proposed to consolidate the grass-roots community governance and improve the community governance system.Therefore,it is of great significance to accurately evaluate the current emergency capacity of the community and put forward the improvement path of community emergency capacity,which is of great significance to promote the modernization of national governance capacity.This study takes emergency management theory,community governance theory and comprehensive evaluation theory as the basic theoretical basis for the construction of community emergency capacity evaluation system,and defines the concepts of community emergency capacity and urban community.Secondly,the relevant literature of community emergency response capability evaluation indicators is screened through CNKI,and the extracted emergency response capability evaluation indicators are analyzed by word frequency and social network centrality.Combined with the internal and external influencing factors of Qingdao community emergency response capability and the subordinate relationship of the original literature indicators,the target layer of community emergency response capability is constructed,which contains five secondary evaluation indicators Qingdao community emergency response capacity evaluation system with 14 three-level evaluation indicators.Then,the evaluation model of community emergency response ability is established by using entropy weight grey correlation analysis method.Select five different and representative urban communities in Qingdao,use the community emergency evaluation model to evaluate the emergency capacity of five communities,and analyze the evaluation results.Finally,on this basis,this paper puts forward the improvement path of Qingdao community emergency response ability: paying attention to emergency preparedness ability,improving early warning and risk analysis ability,strengthening community emergency response ability,ensuring community recovery and reconstruction ability and improving community emergency support ability.
