Abstract/Summary:
In recent years,natural disasters,traffic accidents,safety production incidents,public health events and other emergencies have shown a complex situation of frequent incidents and huge consequences.Although the establishment of emergency response offices at all levels from the central to local governments has solved many problems,there are also some omissions.For example,there is still a management principle of"mainly territorial management" in our country,which is not fully implemented in practice,and the government assumes unlimited responsibility and ignores it.Various problems such as the initiative and enthusiasm of social forces and the failure of software and hardware emergency response technology to keep up with the pace lead to missing the best rescue time due to unclear responsibilities,difficult coordination,and lack of resources and technology in the emergency response process.Local governments assume the responsibility of maintaining social order and social stability and are state organs within local administrative regions,and also takes into account the external image of the government.Therefore,it is urgent to find a way to improve the emergency response capability of local governments.However,the emergency management methods of "occurrence management" and"prevention management" centered on incidents are far from meeting the current and future emergency management requirements.It is urgent to establish a normalized management model and improve the normalized emergency response capabilities of local governments.The emergency response capabilities of local governments not only include the capabilities of incident prevention,response and post-event recovery,but are also reflected in basic emergency response capabilities such as infrastructure construction and big data development.These basic emergency response capabilities require long-term investment and construction,and are the "basic skills" for improving emergency response capabilities.Therefore,local governments should get rid of the emergency management ideas of incident governance,establish and improve emergency management mechanisms,and practice the "basic skills" of emergency response capabilities.Controlling the emergency ability improvement path.Based on this,this paper uses the panel data of 31 provinces and cities in my country,based on the TOE framework and the emergency resilience governance research framework,proposes 7 influencing factors,and combines the fuzzy set qualitative comparison method(fsQCA)to explore the improvement path of emergency response capacity in different regions.The results show that in order to build a normalized emergency response capability,it is necessary to increase the input of emergency resources and enhance the allocation of attention in the short term,in the long run,we also need to improve the level of infrastructure and big data.For developed areas,local governments should take advantage of big data and infrastructure to enhance the ability of society to help themselves and help each other;for underdeveloped areas,it is the best choice for the government and social forces to coordinate emergency response.
