| With the increasing frequency of emergencies in today’s society,it is important for urban communities to enhance their emergency response capabilities to maintain urban order and stability.As the basic unit of the city and the main focus of emergencies,urban communities need to have the ability to grasp the progress of emergencies and take corresponding emergency measures at the first time.As a grassroots autonomous organization,urban communities can hardly face complex and volatile emergencies as independent subjects,and they need the concerted participation of multiple forces to cope with risks.This paper studies the current situation of emergency response capacity of urban communities,explores the existing problems and causes,and explores countermeasures to improve the emergency response capacity of urban communities,which has certain theoretical and practical significance for improving the governance of urban communities.The emergency response capacity of urban communities refers to the ability of communities under the jurisdiction of street offices in cities to make decisions and take appropriate response actions quickly in the face of sudden and emergency situations.In this paper,the urban community emergency response capacity evaluation index system was constructed by combining the hierarchical analysis method(AHP)and the fuzzy comprehensive evaluation method,and the emergency response capacity of the urban community was evaluated by calculating the weight of each index and scoring by experts.Based on the evaluation results and research interviews,this paper concludes that the current emergency response capacity of urban communities has the problems of poor risk demand assessment capacity,insufficient psychological rescue capacity during disasters,lack of emergency plan management capacity and poor emergency linkage capacity of multi-corporate communities.This paper argues that the lagging construction of community needs assessment during disasters,the lack of long-term effectiveness of community psychological rescue,the unsound management of emergency plans and the lack of a clear collaborative platform for communities are the main reasons for the existing problems.In order to improve the emergency response capability of urban communities,based on theories of collaborative governance,this paper proposes these specific countermeasures,such as promoting the construction of community demand-oriented risk assessment,clarifying the participation of multiple subjects in community demand assessment work,the participation of multiple subjects in community psychological rescue work,improving the long-term operation mechanism of community psychological rescue,improving the management of community emergency plans,attaching importance to the practical exercises of community emergency plans,improving the collaborative governance platform of multiple subjects,and digging deeper into the functions of the intelligent platform of multiple subjects in communities,to provide reference for improving the modernization of emergency governance in urban communities. |
