| Xi ’an metro is a service of xi ’an city rail transit system,the development of Xi ’an city metro accelerated gradually.As to December 2020,Xi’an has already opened eight operating lines.Due to the punctual,efficient and convenient characteristics of subway,it has become people’s first choice of urban transportation.At present,Xi’an city metro daily passenger flow to a maximum of 4 million.For such a high intensity of pressure,the subway operation safety risk factors in the process of increasingly prominent,the most typical case is that crowds gather in large numbers,leading to overcrowding,even severe cases can cause stampedes.Because of the special space structure in the subway station,its emergency rescue is difficult and public harm is great.Therefore,it is of great practical significance to study the emergency capacity of Xi ’an city metro stampede.In this paper by means of emergency management theory and practical experience,comprehensive analysis of the causes of the subway stampede,characteristics,types,mechanism,combined with the present situation of emergency management in Xi ’an City,the evaluation index system is designed and the questionnaire survey is carried out to eliminate unnecessary factors,so that the index system of stampede incident is more reasonable,scientific and practical.Analytic Hierarchy Process(AHP)and fuzzy comprehensive evaluation method are used to calculate the weight of the index system,construct the model of the evaluation system,and distinguish the importance of each index.Comprehensive analysis of Xi’an city subway stampede emergency management capacity weaknesses and countermeasures are put forward to further optimize the emergency management capacity of Xi’an city metro stampede incident,and also provide reference for other cities in emergency management. |
