Study On Evaluation And Promotion Strategy Of Urban Community Emergency Response Capacity

With the acceleration of economic and social transformation and new urbanization,public emergencies are becoming more and more sudden,complex,uncontrollable and other characteristics.Community is an essential and basic part of social operation and the main bearer of social resources,as well as the direct bearer of all kinds of accidents and disasters.With the implementation of urban emergency management,improving the emergency management ability of urban communities has gradually become an urgent problem in academia and society.Similarly,how to establish a scientific and reasonable index system to measure and evaluate the emergency capacity of urban communities has become a new question needing to be handled and improved.At present,the existing evaluation index system of community emergency response capacity often lacks consideration of the participation capacity of grass-roots social organizations and community people,and ignores the power of grass-roots social participation.There is therefore an urgent need to establish an evaluation system to accurately assess the actual capacity of urban communities to intervene in emergency situations,and then to evaluate the community emergency management capacity.Based on 4R crisis management theory and community-based disaster risk theory,the study established a system to assess the emergency management capacity of urban communities.Firstly,related concepts are defined on the basis of literature collection and reading,this paper analyzes the impact of this study on strengthening the emergency management capacity of urban communities and lays a theoretical foundation for future research.This paper analyzes the impact of this study on strengthening the emergency management capacity of urban communities and lays a theoretical foundation for future research.Secondly,the evaluation index system of urban community emergency management ability is constructed by Delphi method.Then,an empirical survey was conducted in community A of Xi ’an,and experts were invited to score the results,and then the statistical results were calculated and tested.Finally,on the basis of sorting out and analyzing the preliminary investigation data and evaluation results,this research analyzes the evaluation results of emergency management capacity of community A in Xi ’an,and gives practical and reasonable suggestions for improving the emergency response management capacity of community A in Xi ’an in the future.
