Research On The Evaluation Resilience Of Community Emergency Management Capacity And Its Countermeasures In Nanchang City ——Case Study Of The Z And Q Communities

China is in a critical period of accelerated urbanization and high-quality economic structure transformation and upgrading.The severe ecological environment,frequent natural disasters,health emergencies and terrorist attacks pose serious threats to our living environment.Community on the one hand is the most basic organization of urban residents,on the other hand is the primary urban emergency management for disaster prevention and mitigation,the community not only to meet the needs of residents life,living,more important is to ensure the safety of residents’ life and property,build a high level of disaster prevention and mitigation ability integration of community.Therefore,in order to improve the disaster prevention level and disaster response efficiency of the community,ensure the safety,stability and happiness of residents,and realize the resilience of the community emergency management capacity has become a key link.At present,the domestic research on urban community emergency management ability toughness is still in the exploration stage of development,mainly focus on disaster frequent urban community how to disaster and build evaluation index system,for the affected level of urban communities to explore building a set of scientific and systematic evaluation of the disaster index system is still a long way to go.In this context,this thesis to Nanchang urban community emergency management ability toughness as a starting point,on the review of the existing research at home and abroad,on the basis of public governance theory,self-organization theory of super-cycle theory and risk management theory,for the Nanchang city community emergency management ability toughness has carried on the deep analysis.On this basis,according to the principle of scientific,systematic,applicability,using hierarchical analysis model and delphi expert scoring method,determine the community emergency preparedness ability,community emergency response ability,emergency rescue ability,emergency recovery and community emergency feedback ability five level indicators,11 secondary indicators and 32 level indicators,formed the Nanchang city community emergency management ability toughness index system,combined with AHP and fuzzy comprehensive evaluation ability classification.According to the qualitative analysis of Z and Q communities,representatives of urban communities in Nanchang,and the ability evaluation results based on fuzzy comprehensive evaluation method,it is found that there are problems such as single community emergency management subject,lack of emergency awareness,and imperfect operation of monitoring and early warning system.Therefore,in view of these "bottlenecks" that restrict the resilience of emergency management in Nanchang city community,we propose the countermeasures of the emergency management ability,including strengthening the self-organization of community emergency management,cultivating the resilience of community emergency culture,and improving the intelligence,so as to provide new ideas for the resilience of community emergency management in Nanchang city and even the whole country.
