Study On Policy Implementation Deviation And Correction Of Vegetable Supply Base Construction In L City

As an important part of the grassroots in China,the development status of rural areas often attracts everyone’s attention.The rural revitalization strategy was put forward at the 19 th National Congress of the Communist Party of China,which is an important strategy to realize the poverty alleviation of farmers and promote the development of agriculture and rural areas under the background of socialism with Chinese characteristics entering a new era and a new journey of modernization.Land is an important carrier for rural revitalization.The implementation of relevant policies that take land as an important production factor should take farmers’ interests as the starting point and promote the harmonious and sustainable development of rural areas,agriculture and farmers.The L city government actively responded to the call of the national policy and carried out the construction of high-standard vegetable supply bases throughout the province to solve the problems of low vegetable supply and single supply type in the past.It not only solved the problem of vegetable self-sufficiency in the province,but also provide fresh vegetable supply chain like surrounding areas and coastal areas.This paper mainly adopts the literature method,in-depth interview method,case study method and in-depth interview method to carry out relevant research.Through field research and interviews on selected cases,a large amount of first-hand information is obtained.Selecting the implementation of the construction policy of high-standard vegetable supply base in L City as a case,based on Mattland’s "fuzzy-conflict" model,combined with the relevant dominant factors in the process of policy implementation,with the nature of the policy as an independent variable,the policy implementation The interests of the relevant subjects in China are the intermediate variables,and the influence of independent variables on the policy implementation of the dependent variable is observed.This paper proposes that within the city of L,due to the different policy implementation attributes(ambiguity and conflict)in different regions,the deviations encountered in policy implementation are different,and the factors affecting policy implementation are also very different.According to the revised and supplemented "fuzzy-conflict" model,the implementation logic and related influencing factors of the high-standard vegetable supply base construction policy are analyzed,and suggestions are given: improve the resources for policy implementation,strengthen the cooperation between subjects;adjust the power structure,Better control of the power structure by means of target responsibility system,assessment and accountability;mobilize the enthusiasm of local participants and actively carry out relevant publicity work;at the same time,give full play to the strength of core actors and alliances,and unite the strength of alliances to jointly find solutions to problems plan.Through the application of the model,the in-depth analysis of the problems encountered by the grass-roots government in the implementation of the policy is carried out,and the phenomenon of the problem is explained,which provides a useful reference for the implementation and development of my country’s agricultural policy.
