| As land is the supply source of the housing market,the optimization of land transfer mode has obvious influence on the development of the housing market because of the particularity of public ownership of land in China.To study and analyze the Residential Land Centralized Supply Policy(RLCS Policy)in Beijing is beneficial both to the scientific optimization of the policy itself and to the healthy development of housing market.This paper firstly expounds on the intention of making the RLCS Policy.Secondly,it analyzes the contents ofRLCS Policy in Beijing for the comparative study of the transfer conditions of all the centralized supply policies.Thirdly,it analyzes the influence of concentrated land supply and transaction on the real estate market.In addition,a questionnaire is used to see the opinions of the relevant personnel in the real estate industry of Beijing on the contents and implementation of the RLCS Policy.Based on the implementation of the policy as well as the Smith Policy Implementation Model,this study analyzes the problems in the implementation of the RLCS Policy in Beijing.The study finds that the main problems are unevenness in the land market,frequent supplement to the policy rules,intensified land auction failure,unclear rights and responsibilities of market approval and so on.The main causes of the problems are as follows:the policy is not perfect;the policy implementation is arbitrary;the policy threshold is too high;the supporting policy is not mature and so on.In order to solve the above problems,the study puts forward some countermeasures and suggestions from four aspects,which are:perfecting the policy contents,improving the work system,strengthening the enterprise guidance and improving the policy environment. |
