Study On The Policy Implementation Of Linking The Increase And Decrease Of Urban And Rural Construction Land In L Town

In January,2006,in order to implement the spirit of the Fifth Plenary Session of the 16 th CPC Central Committee,and in accordance with the general requirements of accelerating the construction of new socialist countryside and steadily promoting the development strategy of urbanization in China,we will guide the healthy development of small towns and alleviate the contradiction between people and land caused by the advancement of urbanization.The National Development and Reform Commission and the former Ministry of Land and Resources issued the《Notice on the Pilot Work of Regulating the Increase of Urban Construction Land and the Decrease of Rural Construction Land in Some Pilot Towns of National Development and Reform》.Since then,the policy of linking the increase and decrease of urban and rural construction land has been piloted nationwide.In 2018,《The State Council Government Work Report》clearly stated in the comprehensive deepening of rural reform that it is necessary to improve the balance management method of cultivated land divination and establish an inter-provincial adjustment mechanism for new cultivated land indicators and savings indicators linked to the increase or decrease of urban and rural construction land,and all the proceeds will be used to tackle poverty and support rural revitalization.In recent years,poverty alleviation and rural revitalization have been put forward successively,which has brought rural governance to the table.The combination of urban and rural construction land increase and decrease,poverty alleviation and rural revitalization has jointly promoted rural governance,which has made this policy not only different from the past,but also different in its implementation process and results.In order to promote the efficiency and effect of policy implementation linked with the increase and decrease of urban and rural construction land,this paper obtained the basic information of policy implementation in L town by semi-structured interviews and paper questionnaires,and combined the information obtained from field research with the comprehensive model of policy implementation improved by Chen Zhen Ming in combination with China’s national conditions to analyze the current situation,problems and reasons of policy implementation.After an in-depth analysis of the policy implementation process from the aspects of policy objects,policy objectives,policy resources,policy enforcement agencies,policy implementers,policy environment and policy supervision,it is found that there are many problems in the implementation process of the policy linking the increase and decrease of urban and rural construction land,such as small number of policy objects,improper use of policy resources,slow information transmission among policy enforcement agencies,fragmented policy implementation supervision and so on.In order to solve these problems,this paper analyzes the deep-seated reasons of these problems by combining the field investigation with the factor dimension of the comprehensive model,and then puts forward corresponding measures and suggestions on the policy implementation issues of policy objects,policy enforcement agencies,policy enforcement personnel,policy environment and policy supervision,so as to provide reference for better promoting the implementation of the policy of linking the increase and decrease of urban and rural construction land.
