| The implementation process of public policies is a mirror to reflect the functions of institutions.After the implementation of the Plan for Deepening the Reform of Party and State Institutions,functional departments at all levels have achieved remarkable results in scientific establishment of institutions,optimization of resource allocation and departmental coordination in the process of merger and reorganization.The grass-roots government department is the forefront of implementing the central policy.The research on the policy implementation process of the grass-roots government department is helpful to open the black box of policy operation problems.However,the policies issued by the central government often have the characteristics of high ambiguity such as unclear policy objectives and implementation means,which brings new problems and challenges to the grass-roots policy implementation subject after the institutional reform.How on earth is the fuzzy policy issued by the central government implemented at the grass-roots level?What kind of problems can arise in the implementation process?What’s behind the problem?Both are worthy of further discussion.Using Matland’s fuzzy-conflict model for reference,this paper revises the applicability of this model according to China’s national conditions and historical experience,and tries to construct a new analytical framework.Taking the implementation process of the non-tax revenue collection responsibility transfer policy as an example,according to the analytical framework of "power-organization-environment",Study the problem of fuzzy policy implementation in grass-roots government departments.In the stage of high ambiguity and low conflict,the grass-roots policy implementation is refined under the command of the superior department,the domination of the leading department and the acceleration of positive and negative two-way incentives.In the stage of decreasing policy ambiguity and increasing conflict,the policy implementation is carried out responsibly under the pressure brought by the system,the domination of leading departments and the acceleration of positive and negative two-way incentives.In the stage of decreasing policy ambiguity and high conflict,policy implementation is dominated by the pressure brought by the system and the leading departments,and is forced to be implemented by the target groups.In the stage of low ambiguity and low conflict,policy implementation is implemented procedurally under the acceleration of the operating force provided by resources,the supervision of leading departments and the positive and negative two-way incentives.This paper further analyzes and points out four kinds of problems facing each stage of policy implementation,which are the dual pressure of policy preparation and ambiguity,the inefficiency of conflict resolution of the executive departments,the unbalanced interests of the participants,and the lack of effective evaluation of policy implementation.In-depth analysis of the causes of the problems are as follows:the institutional system construction is still to be improved,the organizational system has drawbacks,the participation proportion of policy participants is unbalanced,and the lack of scientific understanding of policy evaluation.Finally,the corresponding optimization path is proposed:enabling the policy implementation of grass-roots departments,optimizing the organizational system of grass-roots departments,encouraging the joint participation of multiple subjects,and rebuilding the evaluation link of the policy process. |
