| The report of the 19 th National Congress of the Communist Party of China pointed out that the main social contradiction in China has been transformed into "the contradiction between the people’s growing need for a better life and the unbalanced development".With the development and progress of society,people’s material needs are constantly being met,and they begin to pursue more spiritual and psychological needs,such as looking forward to richer spiritual and cultural life,more livable living environment,more humane care and so on.Meeting people’s needs for a better life and enhancing people’s happiness have become a higher pursuit in our land transfer work.In recent years,with the frequent occurrence of "land kings",the rising of "house prices",the shrinking of land supply for people’s livelihood and so on,every move of transferring the right to use commercial land in N city has become a major issue concerning people’s livelihood and people’s happiness index.Under this background,it is of great theoretical and practical significance to study the transfer of commercial land use rights.Based on theoretical analysis and empirical research,this paper sorts out the problems existing in the transfer of the right to use commercial land in N city.Starting from various aspects such as land transfer policies and conditions,through case analysis and questionnaire data collection,it sorts out the problems that affect people’s happiness index in the transfer of commercial land in N city,such as: "Limited house price and competitive land price" policy makes the house price limit higher and higher,and promotes the land price higher and higher;High land price and high premium rate compress profit space,which leads to the decline of the quality of commercial housing;The unreasonable setting of land transfer conditions such as green space rate,floor area ratio and building density leads to poor living environment in the community;The shrinking of people’s livelihood has further affected the vital interests of the people.Based on the relevant knowledge of public management such as fuzzy-conflict model and Smith model,this paper analyzes the causes of the problem of commercial land transfer in N city,and holds that "land financial dependence" is the main reason for the problems in commercial land transfer in N city;The defects of the policy itself and the consideration of the political business environment are the fundamental factors for the cancellation of the policy of "competing for the construction area of affordable housing".In view of this,this paper puts forward the following feasible countermeasures and suggestions: ideologically,let the land transfer work return to the initial intention of "people-oriented",standardize the land price evaluation in action,and use the red line of "land price evaluation" as the measurement standard to judge the happiness index;Humanized setting of land transfer conditions,improving green space rate,improving residential environment and quality;Improve people’s livelihood and so on.These research results have certain reference value for improving the transfer of commercial land use rights in N city in the future. |
