As a grass-roots organization of China’s administrative system,the township government is a grass-roots government organization that provides the most direct administrative services for the people.It plays a very important role in changing government functions and improving the government’s executive power and credibility.Township is the grass-roots political power organization in rural areas,the link between rural areas and cities,and the key link among the party,the government and the people.Township civil servants are the most grass-roots cadres who implement the policies of the party and the state.Their work performance will directly affect the executive efficiency and organizational efficiency of the government.Scientific and reasonable assessment of township civil servants can improve the working ability of grass-roots governments and cadres,and further enhance the credibility of the government.A perfect performance appraisal system can stimulate the enthusiasm of township civil servants,effectively improve the administrative efficiency of grass-roots governments,promote the social and economic development of villages,and play a major role in the development of villages and even the country.How to assess the executive power of grassroots civil servants? It is difficult to accurately reflect the working ability of township civil servants only from the aspects of "morality","ability","diligence","performance" and "honesty",so as to further improve their quality.Therefore,based on the current situation of the performance appraisal of township civil servants in Z County of Y City,starting from the questionnaire and data analysis,this paper believes that there are some problems in the current appraisal of township civil servants,such as the single appraisal subject,the insufficiently detailed appraisal content,the one-sided appraisal method,the lack of quantitative standards for index weights,and the lack of scientific identification of appraisal results.From the aspects of government work,management and service,combined with the actual situation of township civil servants in Z County of Y City,it is proposed to establish a scientific concept of performance appraisal management,and build a scientific and effective performance appraisal mechanism by establishing an appraisal institution,standardizing the appraisal process,clarifying the appraisal indicators,and improving the incentive system and safeguard measures.Provide objective evaluation methods and basis for the optimization and improvement of its evaluation indicators,so as to improve the work efficiency of grass-roots civil servants,further provide strong talent support for rural revitalization,and promote the effective improvement of government administrative efficiency.
