Evaluation Of The Status Quo Of Government Data Openness And Research On Key Influencing Factors

In recent years,data has become the most contemporary new factor of production,and the multiplier effect on improving production efficiency is increasingly prominent.Since 2015,China has been vigorously promoting the interconnection and open sharing of public data.Based on this background,this paper uses various research and analysis methods to make a comprehensive analysis of the current situation of government data openness in China,explore the characteristics and shortcomings of government data openness in China at this stage,then identify the key factors in government data openness,and build an assessment system of government data openness status based on this.After analyzing the current situation by collecting data and using text mining,fuzzy comprehensive evaluation and cluster analysis,this paper finds that,in terms of policy formulation,China is still in the early stage,and only a few regions have established a relatively complete data opening policy system;in terms of open platform,the basic functions of China’s provincial data opening platform are sound,but functions such as dynamic reminder of datasets and visualization of datasets are missing in In terms of open data,there is a big gap between the number of open data in each region of China,and very little open data in the backward regions;in terms of application promotion,the main means of promotion is the data open innovation application competition,but there is still the problem of ignoring the difficulties in opening data and innovative applications in the competition;in terms of public participation,it is found that public awareness of "open government data In terms of public participation,it is found that public awareness of "government data opening" is low and the overall participation is low.In addition,this paper measures the mutual influence relationship between various factors of government data openness through DEMATEL method,identifies 10 key factors,and on this basis,uses AHP-DEMATEL method to determine index weights,establishes a complete evaluation system of government data openness status.Synthesizing all the above studies,this paper puts forward policy recommendations on the development of data openness in China’s government.
